DAI is seeking qualified candidates for the Kyiv-base Local Government and Public Financial Management (PFM) Lead position on its newly awarded USAID Governance and Local Accountability (HOVERLA) Activity. Interested candidates should submit their application through the following portal:

Project Background

DAI Global is implementing the USAID-funded Governance and Local Administration (HOVERLA) Activity, based in Kyiv, Ukraine. This project is designed to support Ukraine advance self-reliant local governance including legislative reforms, participatory strategic planning methodologies, service improvement, local economic development, civil society engagement, and capacity building of sub-national government entities.  The Activity has three objectives:

  • Objective 1:  Ukraine’s system of local self-governance is increasingly institutionalized and effective
  • Objective 2: More self-reliant subnational governance
  • Objective 3: Citizens play an increasingly influential role in local governance processes

PURPOSE

The Local Government and Public Financial Management Lead manages the implementation of HOVERLA’s activities under Objective 2.

RESPONSIBILITIES

  • Provides leadership and supports HOVERLA’s efforts in: 1) subnational local

governance reform; 2) spatial and strategic planning development at community/ rayon and regional level; 3) revenue generation and management; 4) budgeting, planning, execution and budget oversight

  • Leads PFM-related assessments, such as the revenue generation viability assessment,

including a benchmarking study of own-source revenue (OSR) across districts

  • Develops and tailors strategies to engage national and local government (oblast, rayon

and community) stakeholders to support OSR generation and transparent financial management as well as local economic development

  • Develop asset management support/databases for communities
  • Provide private sector solutions to local government services, including but not

limited to PPP

  • Support with the development of grants scopes for meeting Objective 2 goals
  • Coordinates with Change management Team (CMT) to support the development of

the training modules to meet Objective2 goals

  • Work collaboratively with other Hoverla team including operations to support with

recruiting and grants application review

  • Develop project annual workplan and strategies
  • Write project reports including weekly, monthly, quarterly and annual reports
  • Coordinates with Monitoring, Evaluation, and Learning (MEL) team to develop

MEL indicators across Objective 2 activities

  • Provide technical assistance and support to Project counterparts and grantees as

needed

  • Contributes to learning, curates successful models and tools, and supports

dissemination of information for scaling

  • Lead and coordinate all Objective 2 team-members in Kyiv and in Regional offices.
  • Other duties as assigned by COP and DCOP

Other duties

  • Provides leave of absence cover for staff as required
  • Escalates any issues to his/her supervisor immediately
  • Prepared to travel to project regional offices as required

QUALIFICATIONS

  • Master’s degree in a relevant field required (Economic & Finance, Public

Administration)

  • 10+ years of relevant experience, preferably working with sub-regional government

 institutions

  • Proven leadership and management experience implementing successful reform

 programs or efforts that include sectoral decentralization reform

  • Experience on USAID-funded projects preferred
  • Ability to respond effectively to time sensitive demands & inquiries
  • Demonstrated exceptional customer relations (both internally & externally)
  • An energetic, forward-thinking, and creative individual with high ethical standards and appropriate professional image.
  • Fluency in English is required.
