The Norwegian Refugee Council (NRC) is an independent humanitarian organisation helping people forced to flee. We work in crises across 31 countries, providing emergencies and long-term assistance to millions of people every year. We stand up for people forced to flee, advocating their rights. NORCAP, our global provider of expertise, helps improve international and local ability to prevent, prepare for, respond to and recover from crises. NRC also runs the Internal Displacement Monitoring Centre in Geneva, a global leader in reporting on and advocating for people displaced within their own country.

Employment with NRC may lead to employment in or deployment to Regions, Countries, Areas or Offices that may be host to considerable health, safety and security risks. NRC takes this very seriously and we have procedures in place to reduce known risks, but will never be able to take away all risks. NRC requires staff members who travel on an international contract to the field to undergo an medical examination with our medical provider. Employees must produce a Health Clearance Certificate before departure stating that there are no relevant health concerns. If staff are unable to provide this, NRC reserves the right to terminate the Contract of Employment.

NRC Ukraine is looking for Food Security Programme Officer in our office in Severodonetsk.

The purpose of the Food Security Programme Officer is to support identification of the most vulnerable conflict affected persons and ensure a transparent and timely provision of assistance to the beneficiaries based on needs and in line with NRC standards and procedures, donor requirements and national regulations.

Job Description

Role and responsibilities

Generic responsibilities:

  • Adherence to NRC policies;
  • Contribute to NRC strategy development and provide input on needs and gaps from relevant areas
  • Serve as the main entry point for NRC’ specific project definition and implementation, in line with proposals, strategies and donor requirements;
  • Ensure that projects target beneficiaries most in need, and explore and assess new and better ways to assist;
  • Promote and share ideas for improvement and necessary changes in the activities;
  • Develop, maintain and establish excellent working relationships with a wide range of different interlocutors (Clusters, NGOs, civil and military representatives);
  • Promote the rights of IDPs/returnees in line with the advocacy strategy.

Specific responsibilities

  • Support identification of the most vulnerable conflict affected persons that require project’s assistance;
  • Registration of beneficiaries; verification of needs based on home visits;
  • Distribution of assistance in line with NRC policies and donor requirements;
  • Ensure proper filing of documents and timely preparation of updates and reports;
  • Support baseline assessment, post distribution monitoring activities and learning initiatives.

Competencies

Professional competencies

Generic professional competencies for this position:

  • A degree in economics, social sciences, law, philology or business studies;
  • Experience with planning, distribution and/or monitoring of humanitarian or early recovery assistance;
  • Experience in working in relief operations in challenging environments;
  • Experience in cash based interventions preferred;
  • Excellent interpersonal and networking skills and the ability to liaise authoritatively with representatives of humanitarian community, local government and media, social protection institutions and other relevant actors, when required;
  • Excellent communication and reporting skills, both written and oral;
  • Fluency in spoken and written English. Fluency in Russian and/or Ukrainian;
  • Strong skills in using computers, document processing (Excel, Word, Adobe) and networking software.

Context related skills, knowledge and experience:

  • Willingness to work in demanding, stressful situations under difficult living conditions with respect for basic security rules;
  • Previous experience from a humanitarian/recovery context is as advantage;
  • Excellent organizational skills, ability to determine priorities and attention to detail;
  • Solid understanding and experience of crisis context and working in complex emergencies.

We offer:

  • Type of contract: till the end of the year with the possibility of extension depending on the availability of funds.
  • Salary/benefits: According to NRC salary scale, terms and conditions.
