Organizational Setting
FAO Ukraine is a project management Office headed by the Regional Programme Leader, under operational responsibility of the Regional Office for Europe and Central Asia, contributing to the development of national policies, programmes and projects to achieve food security and to reduce malnutrition, develop the agricultural, fisheries and forestry sectors, and the sustainable use of environmental and natural resources.
Reporting Lines
Under the overall supervision of the Regional Programme Leader and direct supervision of FAO Programme Officer, in close coordination with Project Managers, Operations and Technical Officers, the National Programme Specialist will be responsible for the provision of programmatic and operational support to the implementation of multi-agency resilience project for FAO programme in Ukraine, and specifically carry out the following tasks:
Tasks and responsibilities
- Support to Planning and implementation of Project activities:
- Provide overall assistance to the International Project Manager support monitoring and ensure smooth implementation;
- Oversee day-to-day implementation of the project, in line with the project’s timeframe and workplan;
- Conduct researches and analyse data or relevant project information;
- Prepare task force meetings and ensure secretarial support;
- Initiate workplans and papers in close coordination with Technical Officers, Operations and the Admin teams;
- Draft reports and facilitate submissions to Reporting Units, in consistent and timely manner.
ii) Support to Admin/Operations:
- Contribute to day-to-day tasks of FAO project to ensure achievement of expected results;
- Carry out all administrative tasks of the field office, including support to field missions (security clearances, travel authorizations, travel expense claims, etc);
- Maintain office files, records, reports and other informational sources in line and in accordance with FAO rules and policies;
- Provide financial management support, petty cash management, procurement of services, and preparation of financial reports;
- Assist FAO international and national staff during their missions to the region, including preparation of the relevant documents required by the United Nations and Government of Ukraine;
- Provide interpretation during official meetings and field visits, and translates relevant documentation when necessary;
- Process incoming and drafts outgoing correspondence, e-mails, reports, meeting minutes and other written materials;
- Assist organizing trainings, workshops and other outreach events;
- Conduct field visits within the region when required;
- Carry out other relevant tasks as and when requested by the supervisor.
CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING
Minimum Requirements
- University degree in Business Administration, Social Sciences, Agricultural Science or related fields;
- At least 3 years of relevant professional experience;
- Advanced knowledge of English. Knowledge of one of the other FAO languages (Arabic, Chinese, French, Russian or Spanish) is an advantage;
- Proficiency in Ukrainian and Russian;
- National of Ukraine.

Technical/ Functional Skills
- Work experience in NGOs, INGOs, UN or other technical and/or humanitarian assistance organizations;
- Ability to work under pressure and to carry out several tasks in a timely manner and under tight deadlines, with minimum supervision;
- Relevant experience and skills in programme and project implementation, operations, project formulation, analysis and planning;
- Good understanding of the purpose and functions of technical programmes, UN’s guidelines, and project / programme management procedures;
- Systematic and efficient approach to work on assignments, good judgment and analytical ability;
- Direct project implementation experience is an asset.
