Background

UNDP is intervening during a period of 34 months to fully prepare homeowners associations throughout the country for projects’ financing and implementation, building on its country-wide network of partnerships with regional and local governments, and its long-standing experience of bottom-up citizen mobilization for common action. The specific objectives of UNDP’s proposed Project are to stimulate and support the creation of Home Owners Associations (HOAs) through a local presence throughout the country, and to prepare them to seek and obtain financing for their home improvement projects

Duties and Responsibilities

Under the supervision of the HOUSES project Team Leader, the Consultant will be responsible for the following tasks:

• Develop a work plan and approve with the Supervisor for further actions.

Design the criteria for HOAs to be interviewed and the criteria for their selection HOAs members to be interviewed.

• Evaluate the level of satisfaction among HOAs created or trained by the Project with HOA management (including plans for renovations and energy efficiency retrofitting).
• Compare results between macro regions (west, each, center-north, south). The key indicators to be assessed within the survey are:

1) Percentage of homeowners, in territories covered by the Project, satisfied with HOAs management (including plans for renovations and EE retrofitting, gender and age disaggregated data).

2) satisfaction of pre-created HOAs (before 2019) with HOUSES trainings and provided support

• Provide database of homeowners’ responses.
• Prepare an analytical report in Ukrainian and a final presentation in Ukrainian and English.

EXPERIENCE AND MINIMUM QUALIFICATIONS REQUIREMENTS

Required Skills and Experience

Education:

University degree (at least Specialist degree) in the fields of social science, sociology, statistics, mathematics.

Experience:

• At least 3 years of proven practical experience in the development and conduction of sociological research (at least 5 samples);
• Solid analytical skills (proven by samples of analytical reports and\or papers).

Language:

• Fluency in Ukrainian and working level of English is required.
