DAI is seeking qualified candidates for the Kyiv-based Grants Manager position on its newly awarded USAID Governance and Local Accountability (HOVERLA) Activity. Interested candidates should submit their application through the following portal:

ACTIVITY OVERVIEW

DAI Global is implementing the USAID-funded Governance and Local Administration (HOVERLA), based in Kyiv, Ukraine. This project is designed to support Ukraine advance self-reliant local governance including legislative reforms, participatory strategic planning methodologies, service improvement, local economic development, civil society engagement, and capacity building of sub-national government entities.

OBJECTIVES AND DUTIES: The Grants Manager will oversee all grants and contractual activity on HOVERLA. S/he will also be responsible for ensuring that all grants activities comply with the contract, USAID regulations, and DAI policies.

• Ensure that all grants activity follows the approved Grants Manual and complies with all USAID and DAI regulations, policies, and procedures.

• Support and coordinate the drafting of concepts, RFAs and APS.

• Conduct all due diligence processes for verification of the information submitted by possible grantees.

• Provide an initial orientation for and perform field visits to grantees, as well as manage the provision of adequate support, training, and capacity development for grantee management and compliance with USAID regulations.

• Coordinate the Grants Evaluation Committee meetings and participate as a non-voting member in the Grants Evaluation Committee.

• Assist Grants Director in preparing and submitting for USAID approval grants application packages.

• Issue, ensure required approvals, and coordinate the signing of all grant agreements and their amendments (when applicable). Ensure that all associated documentation is completed by the relevant parties.

• Support the technical team in monitoring the work of grantees in agreement with USAID and DAI policies and regulations.

• Maintain a monitoring system that, at a minimum, tracks the following: 1) number of funded activities and dollar amounts; 2) type of organization; 3) activity type; 4) cost-sharing; and 5) development impact, among others.
• Develop and analyze budgets for allowability, allocability, reasonableness and consistency for proposed activities in coordination with the proposed local partners. Ensure adherence to budget lines and that quantity and frequency/period of performance are in line with activity design. Create trackers and internal price reasonableness analyses tools for Grants staff to use and maintain.

• Work with the finance department to review grant deliverables and vouchers for payment before disbursements are made, as well as the procurement department to compete and purchase goods and services for in-kind grantees.

• Conduct periodic audits of grants files (physical, digital and TAMIS, DAI’s electronic management database).

• Manage grant closeout procedures, including disposition plans (as applicable). • Work with TAMIS Administrator to customize Grants Module in TAMIS.

• Ensure that the subsequent grant agreements and associated paperwork accurately reflect approved activities. Ensure that all grant activities are properly documented in TAMIS and in the grant files from the start of implementation to grant close-out.

• Troubleshoot grant related issues with the other Grants Officers in the field.

• Mentor Grants Officers with guidance on grants compliance and on review of grants documentation.

• Other duties as assigned by the Grants Director or Chief of Party.

QUALIFICATIONS:

• Must have at least 7 years of experience working in international business and grants management, with experience in USAID grants management preferred.

• Experience in the administration of large, complex USAID-funded grants under contracts is required.

• Must be well versed and competent in all aspects of contract and procurement management under USAID regulations and guidelines.

• Strong interpersonal skills and written and oral communication skills.

REPORTING: • The Grants Manager will report to the Grants Director.
