Governance Specialist (Severodonetsk)

Chemonics International Inc. is looking for a qualified professional to fill the position of Governance Specialist. The position will be based in Severodonetsk. Deadline for applications: May 31, 2021.

 
The United States Agency for International Development in Ukraine (USAID/Ukraine) has awarded Chemonics International a contract (“Ukraine Democratic Governance East Activity” or “DG East”) to support USAID/Ukraine’s objectives of promoting inclusive civic identity, common civic values, and a unified Ukraine by addressing the divisive impacts of Russia’s aggression, cases of far-right Ukrainian nationalism, and the consequences of ongoing armed conflict through increased citizen participation, improved service delivery and more responsive governance. DG East purpose is to strengthen the connection and trust between citizens and their government in Eastern Ukraine and to (1) develop greater acceptance of a shared civic culture based on common values and understandings, and (2) increase participation to improve Ukraine’s governance and reform processes and help to resolve community problems. Activities across the two objectives are implemented across five project offices: Kyiv, Kramatorsk, Severodonetsk, Mariupol, and Kherson. The position will be based in Severodonetsk. 
 
Responsibilities for this position include:
 
Develop and conduct assessments to identify local government administrations seeking to improve service delivery and reduce corruption that will benefit from DG East activities;
Work closely with DCOP and Severodonetsk Regional Director to initiate and implement strategic activities;
Assist Activity Implementation Managers (AIMs) in all offices to prioritize governance activities, develop scopes of work, suggest potential local and international resources to mobilize, and lay out implementation process. Conduct meetings with local government representatives (both elected and unelected), develop recommendations, and draft summary reports;  
Adapt and integrate Organizational Performance Improvement and Human and Institutional Capacity Development (OPI/HICD) tools into activity implementation and assistance to local administrations, local councils, and civil society organizations; 
Coordinate the delivery of short-term capacity building technical assistance, including oversight for consultants, in areas including but not limited to transparent procurement procedures, public hearings, use of e‐governance tools, one-stop shop, customer-oriented reception infrastructural solutions, strategic planning, municipal budgeting, and infrastructure improvements to communal services (e.g. street lighting, garbage collection, etc.);
Develop and roll-out replicable models for improved service delivery by local governments;
Work closely with Capacity Building Specialist to identify capacity building and professional development needs of local government officials, specialists of service provision agencies in DG East target sectors, to develop plans and implementation strategies for study visits, training, sessions, conferences, workshops, and other capacity building initiatives, including selecting sites and program agendas;   
Prepare reports, as required, on capacity development interventions;
Familiarize, understand and implement policy, procedures, legal regulations and objectives applicable to areas of responsibility;
As needs dictate, the supervisor may assign ad hoc special tasks and duties to the Governance Specialist to ensure the overall efficient development of program activities.
 
Qualifications:
 
Bachelor’s Degree in public administration, public policy, or other relevant field;
5-10 years of experience developing, implementing, and consulting on capacity building efforts for the public sector;
Familiarity with organizational capacity frameworks tools and resources required, such as Human and Institutional Capacity Building, Organizational Performance Improvement, etc.;
Knowledge of adult learning principles and their application;
Facilitation and materials development experience;
Ability to work in a multinational, multicultural environment;
Excellent interpersonal and communication skills, and time management;
Computer literacy: MS windows applications (word processing, excel, spreadsheets, etc.);
Fluent Ukrainian and Russian language, and proficient English language.
