Protection Officer (Слов’янськ)

Danish Refugee Council, one of the world’s leading humanitarian NGOs that promotes and supports durable solutions to the problems of refugees and internally displaced persons around the world, is currently looking for a qualified Protection Officer- Local Self-Government in Slovyansk.

The overall purpose of the role: The Local Self-Government (LSG) Officer is part of the DRC-DDG Protection Team in Slovyansk and works under the management, guidance and supervision of DRC’s Legal AssistanceUnit Program Manager (PM). The LSG Officer will be responsible for liaison with the program target LSGs and leading the capacity building/networking activities for the selected LSGs staff. The LSG Officer will also analyze socio-economic and market environment within the targeted communities and will act as a focal person for streamlining LSG, livelihoods (LLH) and community development components of the programme. In close coordination with LLH PM and programme Team Leader, s/he will be also responsible for developing area-based development interventions per each targeted LSG, aimed at improvement of business environment and opportunities for the community residents. This position is based in Slovyansk with frequent travel to field locations.

Main responsibilities: Implementation of protection activities:

  • Analysis of socio-economic and market environment in the target LSGs, as well as infrastructure development priorities and investment opportunities
  • Establishing and maintaining a relationship with LSGs, local NGOs and local businesses. Cooperation with LSG lawyers and other duty bearers
  • Research of central and regional government and donor programmes relevant to the LSG component
  • Providing SWOT analysis for potential initiatives and concepts
  • Make frequent visits to the field to observe the trends, gather data and facts to be used for advocacy and development of the project
  • Provide inputs for bulletins drafting and other advocacy materials
  • Drafting materials about LSG opportunities to used during network events
  • Contribute to the contextual and needs analysis
  • Perform as a resource person for training programmes
  • Provide input to PM for donor reporting

Key deliverables:

  • Cooperation with LSGs, local economy actors and other regional and local level stakeholders
  • Identification of potential opportunities for intervention on the local level
  • Contribution to development and implementation of the programme strategy
  • Facilitation for implementation of programme activities related to LSG component

Key stakeholders: 

  • Establish and maintain coordination with LSGs, local SMEs, local NGOs when/if required;
  • Support project representation in relevant coordination meetings when requested;
  • Work in close liaison with LLH PM and programme Team Leader.

Required experience and competencies:

  • Graduate degree in law\international law\human rights or other related fields. Knowledge in economics would be an asset;
  • Excellent writing and analytical skills; strong interpersonal, communication and negotiation skills;
  • Good knowledge of national law with regard to powers and authorities of local self-government. Extensive knowledge on rights of IDPs and conflict-affected population;
  • Positive ‘can-do’ attitude and resilience.
  • At least 1 year of work of programs related to rights’ protection of conflict-affected population\development of economic opportunities for the conflict-affected population within a national or international NGO, the UN or Government agencies;
  • Experience in implementation of Community-Based Activities (e.g. CBI, socio-economic initiatives); 
  • Extensive experience in communication with local\regional\state authorities;
  • Experience in organizing Focus Group Discussions (FGD).
  • Fluency in Ukrainian and Russian; good command of English – both oral and written.

Contract length: 3 months with possibility of extension for 1 year based on successful probation.

Level: H
