Консорціум координатор / Consortium Coordinator

NRC started its activities in Ukraine in late 2014, striving to help people that have been displaced by the conflict that has affected over 5 million people. NRC supports internally displaced Ukrainians in conflict-affected communities in government-controlled areas of the Luhansk and Donetsk regions, especially along the contact line. NRC’s support addresses basic needs, but as displacement becomes protracted, NRC began to contribute to durable solutions. NRC’s activities in the country are transitioning from emergency relief to early recovery. NRC works to improve the delivery of services to conflict affected people and to increase local ownership of the humanitarian response.

As part of its early recovery and transitional work, NRC established a consortium with Medicos del Mundo (MDM) and a partnership with the Free Legal Aid Centres (FLACs), and Charity Fund Stabilization Support Services (SSS). In collaboration with WHO, NRC, MDM, FLACs, and SSS will address critical gaps in the delivery of assistance to Conflict Affected Populations while building the government’s capacity deliver services to citizens of government-controlled areas of eastern Ukraine. With funding from the Ukraine Humanitarian Fund, NRC, MDM, WHO, FLACs, and SSS will implement the project “Supporting the sustainable response of essential health, wash and legal services in Stanitsa Luhanska,” to improve health services and rehabilitate WASH infrastructure in health care facilities (HCFs), increase residents of Government Controlled Areas and non-Government Controlled Areas access to critical information, improve hygiene and sanitation practices to prevent the spread of infectious disease, and strengthen the provision of critical social, administrative, and legal services in hard-to-reach areas, isolated settlements, and Entry and Exit Check Points.

The role of the UHF Consortia Coordinator is to ensure effective coordination of the work of the steering committee, technical committee, member organisations and donor(s) to achieve UHF funded project objectives.

The following is a brief description of the role.

Generic responsibilities

  • Monitor the delivery of the project’s objectives by consortium partners.
  • Lead the coordination between consortium partners on a day-to-day basis as well as deliver information to Steering Committee members.
  • Build relationships and actively participate in the coordination of response with relevant stakeholders and consortium agencies.
  • Facilitate flow of information between NRC’s core functions (finance, HR, Logistics) to ensure compliance of partner agencies in relation to grant management and project cycle management processes.
  • Ensure quality control of reports for content and timeliness.
  • Ensure that all grant files are up to date and that copies are kept in the field and sent to relevant parties in a timely manner.

Specific responsibilities

  • Coordinate with relevant NRC Project Managers as well as with the consortium members to ensure the high-quality and timely implementation of activities of the UHF grant in compliance with donor rules, and in accordance with budget, log-frame, planned activities, proposal objectives, time schedule, and accountability to beneficiaries.
  • Ensure effective coordination and communication among consortium members, steering and technical committees, programmatic and finance/support teams across partners, donors, and other stakeholders. Work closely with consortium members (and Steering Committee) to solve problems that may arise during implementation.
  • Represent NRC in UHF Nexus programme meetings, as well as at other relevant coordination platforms/forums, and (b) coordinate with the local authorities, international and local organizations and other stakeholders as needed.
  • Facilitate the monitoring and evaluation of the project implementation and modality;, and in coordination with HoP propose necessary adjustments to improve project quality and cost efficiency ensuring the successful completion of the project.
  • Coordinate the monitoring and evaluation of member activities as needed for reporting and advocacy purposes, and support learning across member organisations to improve most effective response within ‘Nexus’ programming

These are skills, knowledge, and experience that are important for effective performance.

  • 3 years experience, with responsibility for project implementation in a humanitarian/recovery context.
  • Proven experience in project cycle management and grant management.
  • Strong communication, inter-personal, facilitation and diplomatic skills
  • Native Russian and Ukrainian speaker.
  • Fluency in spoken and written English.
  • In-depth knowledge of the context in Ukraine.
  • Good coordination and communication skills; communication with impact and respect
  • Managing resources to optimize results
  • Detailed Oriented and able to follow complex processes.
  • Planning and delivering results
  • Working with people

  • Type of contract: 12 months’ local employment contract, with the possibility of extension.
