Consultant, Improving the MedData information system for vaccination purposes

Background

To support the MOH efforts, the United States Agency for International Development (USAID) awarded a five-year contract for Safe, Affordable, and Effective Medicines for Ukrainians (SAFEMed) to Management Sciences for Health (MSH) in September 2017.

SAFEMed applies health system-strengthening best practices to create evidence-based interventions and strengthen Ukraine’s pharmaceutical system in line with the MOH’s health care reform objectives.

SAFEMed has three primary project objectives working in unison towards achieving sustained epidemic control given constrains related to COVID-19:

1) Strengthening governance within the pharmaceutical sector of Ukraine;

2) Optimizing the financing of the pharmaceutical sector; and

3) Increasing the availability and appropriate use of medicines in Ukraine.

SAFEMed will provide technical, legal, and logistics support to the MOH, CPH, CPA, and other agencies in the smooth introduction and roll-out of the country’s COVID-19 vaccination campaign. This work will include supporting the government’s engagement with the Global COVAX Facility to finalize agreements around vaccination supply and developing the business processes for logistics of COVID-19 vaccines to ensure cost-effective, high-quality vaccine distribution to the vaccination site.

Overall Responsibilities

The overall purpose of this consultancy is to improve the quality of the data on stock levels and consumption rates for vaccines against COVID-19 through the use of contemporary information system. The consultant will work under guidance and oversight of SAFEMed Senior Technical Advisor on Supply Chain

Functional Responsibilities

  • Participation in the implementation of the information and analytical system in order to track the distribution and supplies of immunobiological drugs for the prevention of coronavirus infection diseases.
  • Creation of accounts for users of the information and analytical system in order to track the distribution of immunobiological drugs for the prevention of coronavirus infection diseases, as well as enter data on their use.
  • Development of the inventory reporting forms and logical constraints for data entering to ensure the high data quality inventory reports generated by the information and analytical system.
  • Development of APIs for the integration of COVID-19 vaccine stock data in the information and analytical system with partners’ systems.
  • Provision of advisory and technical assistance to specialists of healthcare facilities, regional warehouses, central warehouses on the use of information and analytical system for inventory and supply management of immunobiological drugs for the prevention of coronavirus infection diseases.
  • Preparation of training materials and instructions for the responsible persons of healthcare facilities, regional warehouses, central warehouses on the use of information and analytical system.
  • Participation in the organization and delivery of training activities on the use of information and analytical system in order to track the distribution of immunobiological drugs for the prevention of coronavirus infection diseases.
  • Data analysis in the information and analytical system, including by writing SQL queries.
  • Setting up and maintaining a server infrastructure for hosting the information and analytical system.
  • Execution of other tasks (within own competence) on behalf of the coordinator of the project direction.

Deliverables

  • Creation of accounts for users of the information and analytical system is done in quick and effective manner
  • Healthcare facilities receive timely and quality technical support on entering the data to the information and analytical system
  • High data quality inventory reports generated by the information and analytical system and provided to the key decision makers on regular basis (at MoH/PHC request)
  • COVID-19 vaccine stock data in the information and analytical system is integrated with partners` systems upon MOH/PHC request
  • Training activities on the use of information and analytical system are conducted in accordance with training plan

Required Qualifications

  • Experience in technical support or system administrator (2+ years)
  • Work experience with databases (My SQL)
  • Experience in website management (CMS)
  • The ability to provide consistent, detailed analysis and follow through to project completion.
  • Good interpersonal skills – demonstrating ability to successfully work withnumerous healthcare facilities
  • Working knowledge of leading data analytics technologies
  • Sociability, readiness for constant communication

Reporting

Monthly reports on deliverables status. Report directly to SAFEMed STA on Supply Chain

Duties performance location

Kyiv, Ukraine, CPA and/or SAFEMed office in Kyiv, Ukraine with no business trips.
