PR/Communications Associate

In 2020, UNDP Ukraine expanded its governance portfolio to include new initiatives and successfully building on previous pilots and smaller but scalable interventions. With the advent of new political leadership in 2019, Ukraine has intensified its drive towards digitalisation of state services – well in line with the Presidential commitment to deliver on the “Your State in Your Smartphone” initiative. UNDP Ukraine has been working in administrative service re-modelling, social innovation and digitalisation, open data and better digital governance for over 15 years now. In 2020, UNDP Ukraine plans to launch a new programme to support the digital transformation in the country that will last for three years and aims to assist the Government of Ukraine not only in delivering state services online or through a mobile platform but also in having a Human Rights-Based Approach (HRBA) to digitalisation policy design. 
 
The Digital, Inclusive, Accessible: Support to Digitalisation of Public Services in Ukraine (DIA Support) Project was presented to the Ministry of Digital Transformation of Ukraine. Within the DIA Support Project, UNDP will assist its government counterparts, first and foremost the Ministry for Digital Transformations (MDT) to select two complexes of services that representatives of vulnerable groups face in life situations to enable the delivery of digitalised or digitally-enhanced, mobile-based services. 
 
Therefore, UNDP Ukraine seeks to hire a PR / Communications Associate to support the Project’s implementation. 
 
Under the overall guidance and supervision of the Digital Literacy Specialist, the PR / Communications Associate provides ongoing Project and administrative assistance and support to the Digital, Inclusive, Accessible: Support to Digitalisation of Public Services in Ukraine (DIA Support) project, performing a variety of standard administrative processes ensuring high quality and accuracy of work. 
 
The PR / Communications Associate collaborates with the operations, programme and project staff in the Country Officer (CO) to exchange information and ensure consistent services delivery.
 
The incumbent will promote UNDP’s mandate as a gender-responsive organisation with zero tolerance to discriminatory and abusive behaviour, including sexual harassment, sexual exploitation and abuse.
 

Duties and Responsibilities

Summary of Key Functions
  • Lead the Project’s public relations activities, communications strategy, social media and website (if applicable);
  • Support the activities of the Project, including advocacy and awareness-raising efforts;
  • Manage and maintain multimedia databases;
  • Produce analytical documents and project reports;
  • Ensure the mainstreaming of gender equality and women’s empowerment considerations in the field of expertise; 
  • Promote a safe and enabling environment free of discrimination and abusive behaviour;
  • Perform other duties as necessary.
1. Lead the Project’s public relations activities, communications strategy, social media and website (if applicable):
  • Shape project’s communications strategy in cooperation with relevant MDT stakeholders and the Government of Sweden;
  • Lead the Project’s public relations activities in collaboration with businesses, CSO and government sector to minimise the environmental impact of the Project (initiate and conduct campaigns to minimise electronic waste);
  • Identify stories, and provide inputs to the development of content for the office/project website and social media channels;
  • Identify storylines and achievements within the office for online and printed publications;
  • Administer social media channels and prepare creative contents for online dissemination;
  • Track and monitor print and social media and report relevant information to senior staff to inform strategy development;
  • Update the website and social media channels, ensure consistency in branding;
  • Ensure that all Project communications adhere to the corporate communications guidelines and printing norms and are coherent with the Diia branding.
2. Support the activities of the Project, including advocacy and awareness-raising efforts:
  • Provide support to advocacy efforts and campaigns by organising roundtable discussions, press conferences, and other public events and providing inputs to briefing materials and press releases;
  • Coordinate the dissemination of advocacy materials to appropriate stakeholders;
  • Serve as the Project’s spokesperson, as necessary;
  • Moderate and facilitate events, including high-level ones;
  • Engage in project travel to report on the work of the Project from the field.
  • Oversee the performance of external contractors that develop photo-, video-, textual or digital materials for the Project.
3.  Manage and maintain multimedia databases:
  • Maintain library/ database of reference materials, photos and digital assets;
  • Maintain and update a database of the relevant press in the country;
  • Maintain files, databases, and systems pertinent to the project digital presence.
4. Produce analytical documents:
  • Design terms of reference for and supervise work of consultants and commercial companies designing awareness-raising products. Design and, in cooperation with the Policy and M&E Associate measure effectiveness of strategic communications efforts;
  • Research, compile and produce reports on web statistics regularly and electronic surveys, as required;
  • Design talking points and process Project’s materials for different audiences;
  • Contribute to the identification of best practices and lessons learned;
  • Collect information, prepare press releases, articles, key messages and other advocacy materials;
  • Assist in translation, adaptation, or rewriting of information received for the local context;
  • Participate in the training for the operations/programme staff; 
  • Sound contributions to knowledge networks and communities of practice;
  • Produce analytical and public relations-related documents;
  • Produce regular reporting for the Project to both the Government of Sweden and, on an ad-hoc basis, to other stakeholders.
6. Ensure the mainstreaming of gender equality and women’s empowerment considerations in the field of expertise:
  • Use the principles of gender-responsive communications in line with the UNDP corporate standards
  • Make sure that all products, communications, awareness-raising materials, curricula, video and print products properly include issues of gender equality and gender equity and help promote equal opportunities for women and men;
7. Promote a safe and enabling environment free of discrimination and abusive behaviour corporate standards:
  • Support the promotion of team culture of gender equality and zero tolerance to any sexual misconduct in the team through leadership and personal example
  • Demonstrate respect for gender equality in professional interactions, identify and address sexism and gender discrimination

  • Support the preparation of media strategies in line with corporate guidelines is provided;
  • Effective channels for dissemination of all information products to relevant target audiences identified and distribution ensured;
  • Regional and nation-wide communications campaigns are successfully implemented;
  • Donor and ad-hoc reporting is delivered on time and in accordance with the highest quality standards.

Required Skills and Experience

Education
  • Bachelor’s Degree in Communications, Journalism, Media / Public Relations, International Relations, Political / Social Sciences, International Relations, or related field
Experience
  • Minimum three (3) years of relevant experience in project/programme support in the field of communications, journalism, public relations, media relations, or related fields;
  • Experience with leveraging social media for communications;
  • Demonstrated experience of managing communications contracts (with production centres, PR firms) in terms of quality assurance;
  • Understanding of strategic communications’ monitoring tools and frameworks;
  • Experience in the usage of computers and software packages: MS Word, Excel, PowerPoint, basic experience in handling web-based management systems and visual design (photo editing, video editing, publishing software packages);
  • Experience in communicating digital transformation for the government, corporate world or in the non-governmental domain.
Language Requirements
  • Fluency in English, Ukrainian and Russian languages (both spoken and written).
