Digital Literacy Specialist в проєкті DIA Support

In 2020, UNDP Ukraine expanded its governance portfolio to include new initiatives and successfully building on previous pilots and smaller but scalable interventions. With the advent of new political leadership in 2019, Ukraine has intensified its drive towards digitalisation of state services – well in line with the Presidential commitment to deliver on the “Your State in Your Smartphone” initiative. UNDP Ukraine has been working in the fields of administrative service re-modelling, social innovation and digitalisation, open data and better digital governance for over 15 years now. In 2020, UNDP Ukraine plans to launch a new programme to support the digital transformation in the country that will last for three years and aims to assist the Government of Ukraine not only in delivering state services online or through a mobile platform but also in having a Human Rights-Based Approach (HRBA) to digitalisation policy design. 
 
The Digital, Inclusive, Accessible: Support to Digitalisation of Public Services in Ukraine (DIA Support) Project was presented to the Ministry of Digital Transformation of Ukraine. Within the DIA Support Project, UNDP will assist its government counterparts, first and foremost the Ministry for Digital Transformations (MDT) to select two complexes of services that representatives of vulnerable groups face in life situations to enable the delivery of digitalised or digitally-enhanced, mobile-based services. 
 
UNDP Ukraine therefore seeks to hire a Digital Literacy Specialist to support the implementation of the project. 
 
Under the overall guidance and direct supervision of the Project Manager, the Digital Literacy Specialist is responsible for effective delivery of project implementation support services ensuring effective operational management of project, transparent utilization of financial resources. The Digital Literacy Specialist promotes a collaborative, client-oriented approach consistent with UNDP rules and regulations. 
 
The Digital Literacy Specialist works in close collaboration with the respective Country Office (CO) Programme and Operations teams ensuring successful CO performance and compliance in programme management and finance. She/he supervises the work of the Community Liaison and Outreach Associate, as well as the work of the PR / Communications Associate. 
 
The incumbent will promote UNDP’s mandate as a gender-responsive organization with zero tolerance to any kind of discriminatory and abusive behaviour, including sexual harassment, sexual exploitation and abuse.
 
Duties and Responsibilities
Summary of key functions:
  • Lead the Project Output 3 “Ukrainian women and men know more about digital and mobile-based services available to them and use these services more to meet their needs” and contribute to Output 1 “Government institutions have the knowledge and skills to design and implement policies to digitalise citizen-oriented services in line with HRBA and gender mainstreaming principles”;
  • Serve as a focal point for international good practice exchange on citizen education and public awareness-raising for wider use of eServices;
  • Produce analytical documents;
  • Ensure the mainstreaming of gender equality and women’s empowerment considerations in the field of expertise;
  • Promote a safe and enabling environment free of discrimination and abusive behaviour;
  • Perform other duties as necessary.
1. Lead the Project Output 3 “Ukrainian women and men know more about digital and mobile-based services available to them and use these services more to meet their needs” and contribute to Output 1 “ Government institutions have the knowledge and skills to design and implement policies to digitalise citizen-oriented services in line with HRBA and gender mainstreaming principles”:
  • Responsible for those areas of Project implementation where capacity-development, adult learning (especially as designed for vulnerable group citizen-clients) and awareness-raising events are envisaged;
  • Lead the team on quality assessment of the products delivered with project support in the aspect of learning, training, didactics, community outreach, awareness-raising;
  • Provides support to the development and implementation of partnerships and resources mobilization strategies to ensure sustainability of DIA Support project results under the leadership of the Project Manager in close coordination with the Democratic Governance Team Leader; 
  • Contribute to the overall Project Implementation Plan, budget planning and ensure timely and high-quality implementation of workplan activities.
2. Serve as a focal point for international good practice exchange on citizen education and public awareness-raising for wider use of eServices:
  • Provide inputs to the development of learning/training materials, programmes and tools as envisaged by the project;
  • Support existing partnerships with national counterparts and NGOs;
  • Be familiar with the activities of other development projects in the sector/area, establish contact and keep up-to date with their work;
  • Regular exchange of information/experience with other projects, cross-learning and sharing results and good practices.
3. Produce analytical documents:
  • Design terms of reference for and supervise experts, consultant teams and commercial vendor-companies that work to elicit citizen needs, wants, pains and preferences, design, implement and measure the effectiveness of communications campaigns, and establish feedback loops with citizen-clients;
  • Elaborate necessary documentation (concept notes, briefs, fundraising considerations) to operationalise and steer programmatic initiatives and activities;
4. Ensure the mainstreaming of gender equality and women’s empowerment considerations in the field of expertise:
  • Make sure that all products, communications, awareness-raising materials, curricula, video and print products properly include issues of gender equality and gender equity and help promote equal opportunities for women and men;
5. Promote a safe and enabling environment free of discrimination and abusive behaviour:
  • Promote a team culture of gender equality and zero tolerance to sexual misconduct in the team through leadership and personal example;
  • Demonstrate respect for gender equality in professional interactions, identify and address sexism and gender discrimination, including in the products that the team produces and in professional behavior;
  • Recognise the care responsibilities of both women and men employees and encourage personnel to take advantage of the available family friendly facilities and work/life flexibilities.
Measurable outputs of the work assignment
  • Quality products under the Project’s Output 3 developed, including but not limited to awareness-raising campaigns (video, audio, print, digital products), training courses, manuals and reports.
  • Substantial support to the project activities related to rights-holders’ capacity development provided (including on issues of digital literacy);

Required Skills and Experience
Education
  • Master’s degree or equivalent in public administration, business administration, management, communications political / social sciences or related field. 
Experience
  • A minimum of 3 (three) years of relevant progressively responsible work experience at the national or international level in managing teams tasked with communicating reform to wide audiences, engaging and building societal support to the introduced reforms and building awareness and skills of the target populations to reap benefits of such innovations;
  • Experience in overseeing and quality assurance for external contractors that develop communications, awareness-raising or skill-building programmes and initiatives;
  • Experience in the usage of computers and office software packages (MS Word, Excel)
  • Previous experience with a multilateral or international technical assistance project is an asset;
  • Previous experience of working with issues of promoting the use of electronic services or electronic democracy tools and building skills of diverse target audiences to use those tools is an asset.
Language Requirements
  • Fluent in English and Ukrainian (both spoken and written).
