Job Description

The purpose of the ICLA Specialist is to be responsible for the design and technical development of as well as strategic direction and quality assurance, the ICLA strategy and quality control of Ukraine’s ICLA Core Competency programme. The ICLA Specialist is responsible for mentoring, training and technical capacity building staff on ICLA. The Specialist will identify trends and unmet needs that NRC can meet, will build the capacity of the ICLA team to enable them to respond to those needs effectively, will create tools that facilitate the implementation and monitoring of the programs, will lead the development of ICLA Project Proposals, and will support NRC Ukraine’s advocacy team in the identification of barriers that prevent Conflict Affected Populations to achieve their rights.

The following is a brief description of the role.

  1. Develop ICLA strategy, technical guidance and Macro LFAs that are aligned with regional and global strategies and priorities
  2. Compliance with and adherence to NRC policies, guidance and procedures
  3. Contribute to fundraising, develop and revise funding proposal, budgets and donor reports
  4. Identify trends technical standards and donor priorities
  5. Follow up on compliance with contractual commitments within ICLA, ensure high technical quality and synergies in project implementation
  6. Provide technical direction and project implementation support
  7. Ensure that key learnings are extracted from ICLA implementation, and incorporate them in ICLA and staff development processes
  8. Provide systematic training and build capacity of technical staff, in approaches including cash-based interventions and market based programme
  9. Represent NRC in relevant forums/clusters, including with national authorities and donors
  10. Promote the rights of IDPs/returnees in line with the advocacy strategy

Specific responsibilities

  • In coordination with the HoP, lead on donor engagement on funding for ICLA programming.
  • Produce regular briefs on topics relevant to Conflict Affected Populations and their ability to exercise their rights, as they relate both to Luhansk and Donetsk and ensure knowledge is disseminated
  • Act as focal point for NRC Ukraine with regards to regional discussions on ICLA CC activities and programme.
  • Network and develop strong partnerships with key government and international counterparts
  • Develop ICLA partnership strategy as well as capacity building package for local partners

Generic professional competencies:

  • Minimum 4 years of experience within technical expertise area in a humanitarian/ recovery context
  • Experience from working in complex and volatile contexts
  • ICLA Core competency expertise
  • Documented results related to the position’s responsibilities
  • Knowledge and skills in market analysis, cash-based interventions and market based programmes
  • Knowledge about own leadership skills/profile. Team working skills, willingness to identify and solve problems
  • Fluency in English, both written and verbal
  • Valid driver’s license

Context/ Specific skills, knowledge and experience:

  • Knowledge and expertise in Government Policies and laws related to the provision of legal assistance to IDPs and CAPs in Eastern Ukraine
  • Knowledge of conflict dynamics in Luhansk and Donetsk regions
  • Experience conceptualizing and managing complex projects
  • Experience and knowledge of Durable Solutions and / or integration processes
  • Background in human rights and/or international law is required
