Administrative Clerk (UNDP)

The Government of Ukraine is in urgent need to secure the availability of the State Programme medicines and essential health commodities at affordable prices and in sufficient quantities. Acknowledging the challenges of the State procurement and supply management system, following recently adopted legislation, allowing the selected international organizations to provide procurement support services, as an emergency measure, starting from 2015 the Ministry of Health of Ukraine (MOH) has requested the UN to support the procurement and distribution of a number of 2015−2020 State Programme medicines and medical products.

UNDP in Ukraine is fully committed to play this role in resolving the urgent crisis and support the Ministry of Health of Ukraine in its mid- and long-term efforts to reform its procurement and supply management system. UNDP brings its extensive expertise in establishing the procurement system that corresponds to the highest standards of transparency, accountability, cost-efficiency, equity and sustainability.

UNDP together with other UN Agencies (UNICEF and WHO) developed a Joint Project aimed at strengthening the national health care procurement system and thereby improving the effectiveness of diagnosis and treatment of the patients of Ukraine. Specifically, in the framework of the project, since 2015 UNDP started to (i) procure medicines and medical products for the National Public Health Programmes, (ii) strengthen the capacity of the Ministry of Health to ensure transparency, accountability and effectiveness of the public procurement of medicines and medical products.

UNDP Ukraine therefore seeks to hire and invites applications from highly qualified and experienced Ukrainian professionals for the post of Administrative Clerk to support the Procurement Support Services to the Ministry of Health of Ukraine Project.

Under the overall guidance and supervision of Health Programme Specialist and direct supervision of Finance and Administrative Specialist, the Administrative Clerk assists in the effective and efficient management of the project providing administrative support management, applies and promotes a client-oriented approach consistent with UNDP rules and regulations, high sense of responsibility, courtesy, tact and the ability to work with people of different national and cultural backgrounds.

Duties and Responsibilities

  • Provide front-desk and telephone communications services;
  • Receive, register, maintain and transmit official correspondence;
  • Assist Project team in preparation of meeting materials, including reports, presentations and agendas;
  • Draft minutes of regular project meetings and disseminate to relevant participants;
  • Provide oral and written translations from English into Ukrainian or Russian and vice versa as required by the Project;
  • Provide administrative and logistics support for the Project staff and external experts;
  • Update the procurement and logistics database as requested by Project team;
  • Assist Procurement team with preparation and provision of the weekly reports to MOH regarding the procurement and delivery status of medications;
  • Arrange prompt signing of the Project documents through electronic signature system (where aplicable);
  • Support project team with recruitment arrangement and HR-related activities;
  • Keep updated Project inventory adhering UNDP regulations on use, storage and proper maintenance;
  • Assist Project team with asset maintenance and administration;
  • Support all the Project staff to ensure smooth implementation of programme/project activities;
  • Perform other appropriate functions/tasks assigned by the Finance and Administrative Officer;
  • Promote a safe and enabling environment free of any kind of discrimination and abusive behaviour;
  • Support the promotion of an organizational culture of gender equality and zero tolerance to any sexual misconduct in the team through leadership and personal example;
  • Demonstrate respect for gender equality in professional interactions, identify and address sexism and gender discrimination;
  • Use the principles of gender-responsive communications in line with the UNDP corporate standards;
  • Respect differences and accord equal spaces and dignity regardless of personnel’s gender, race, sexual preference, ethnicity, ability, or other markers of identity;
  • Assist with informing and briefing personnel and partners about corporate sexual harassment and sexual exploitation and abuse policies.

Required Skills and Experience

Education:

  • Secondary education

Experience:

  • Minimum three (3) years of working experience in performing similar clerical and/or administrative support functions;
  • Experience of working in UN system, international organizations or non-profit organizations is an asset;
  • Sound experience in the usage of computers and office software packages (MS Word, Excel, PowerPoint etc.)

Language Requirements:

  • Working knowledge of the English language, fluency in the Ukrainian, Russian languages.
