Environmental Health IPC Officer

Background:

International Medical Corps works to reduce the vulnerabilities of conflict-affected populations in eastern Ukraine and has currently one project supporting Mental Health and Child Protection from our Mariupol office.

IMC is expanding and through this initiative is providing WASH in health facilities around Mariupol, mitigating the effects of the COVID-19 pandemic with a hygiene education component, IPC, and EH pillars.

International Medical Corps commits to a coordinated response and collaborates with the national health system and the humanitarian community.

Job Purpose:

The primary function of the EH IPC Officer includes delivering the WASH (IPC and Waste) component at the COVID-19 response. IMC places the WASH/IPC capacity building at its heart, this includes working and training the national staff and direct beneficiaries.

ESSENTIAL RESPONSIBILITIES

Main Responsibilities:

  • Supervise the delivery of WASH systems at the health facilities in said context, including water (source selection, storage, treatment, and distribution) and sanitation (latrines), IPC;
  • Implement the solid waste systems, vector control, and drainage that are taking full account of local conditions, resources, customs, and cultural norms for COVID facilities;
  • Implement the most appropriate Infection Prevention and Control measures (disinfection work surfaces, disinfection of WASH facilities, Cleaning, Disinfection, and Sterilization) taking full account of local conditions, resources, customs, and cultural norms;
  • Enforce the implementation of WASH COVID response program to be in line with agreed Country strategy;
  • Ensure SPHERE and WHO standards (both qualitative and quantitative) are considered through the program cycle and are well documented;
  • Provide regular updates and technical guidance to team on progress, priorities, and challenges - verbally and in writing. In addition, Work closely with WASH Specialist for any required technical guidance and direction of the WASH interventions.
  • Participate in initial joint health and WASH rapid assessment for integrated program implementation and ensure the IPC and HWS site selection is considering the international standards for WASH in collaboration with Public Health Coordinator.

Qualifications:

  • Minimum of bachelor’s degree in WASH or Civil Engineering or relevant technical WASH specialization;
  • At least two years of work experience with designing and implementing WASH hardware in Emergency contexts; or equivalent combination of education and experience;
  • Good knowledge and understanding of WASH sector and its hardware and software component;
  • Ability to effectively present information (both written and verbally) and respond appropriately to questions from senior managers in the field, counterparts, senior government.
  • Ability to understand gender-related challenges within the beneficiary groups
  • Fluent in English.

Preferred:

  • Demonstrated knowledge of linking WASH activities with other humanitarian sectors;
  • Working knowledge of Russian language;
  • Experience in emergency phases, including assessments and the design and delivery of effective hygiene promotion interventions in humanitarian and development contexts.
