Nature of consultancy: 

The Consultant will perform consultancy services under the framework of the United Kingdom (UK) funded project “Engage, Connect, Empower: Catalysing Youth Participation to Promote Cohesive and Resilient Communities” and will supplement IOM’s efforts to increase community resilience and cohesion through youth participatory action in Volynska, Ivano-Frankivska and Zakarpatska regions.

The Consultant will have to perform the following tasks, including but not limited to: 1) Developing training curricula and conduct online training sessions according to the consultant’s area or areas of specialty listed below (environmental protection and environmental communication) for youth initiative groups (YIGs) from sixteen districts of Volynska, Zakarpatska and Ivano-Frankivska regions; 2) Provide facilitation and further case management support for the selected YIGs. The facilitation will imply linking the YIGs members with local authorities and relevant local stakeholders and engaging them in further mutual consultations on the subjects stipulated below. The further case management support to YIGs will require a thorough follow-up with each YIG after the trainings to develop a social initiative project by each YIG.

Considering Covid-19 pandemic restrictions, it is expected that the Consultant will perform his/her services online with the possibility of duty travels to the indicated regions if needed. If the consultant is based in Kyiv, they will be able to access a dedicated training room within IOM premises from which to conduct the training sessions. However, if based outside of Kyiv, consultants are expected to have excellent internet access, a working laptop/desktop with a functioning microphone and speakers. 

Background information: 

IOM requires consultancy services for the implementation of the UK-funded project “Engage, Connect, Empower: Catalysing Youth Participation to Promote Cohesive and Resilient Communities”, aimed to support participatory action of youth from three regions that recorded the highest youth migration outflows in 2019: Volyn, Zakarpattya, and Ivano-Frankivsk. To effectively promote inclusive democracy in a context-sensitive manner, IOM has identified environment protection as the specific sector to be used as a vector of, and common ground for social action, as it transcends community, political and other social barriers or tensions. By engaging youth through capacity building and support to advocacy initiatives, connecting them to decision-making networks and empowering them to be key agents of change in their communities, IOM’s approach will create opportunities for youth to contribute to the shaping of society and for their communities to become more cohesive and resilient. 

One-day training workshops will be conducted for a total of 16 communities comprised of 20-25 participants.

 

 

ENVIRONMENTAL PROTECTION (2 day-training) 

Tasks to be performed under the assignment:

  • Develop and pre-approve with IOM the training content of one-day training workshops on environmental protection, that could cover but is not limited to:
  • Global environmental trends and issues
  • International Standards and Regulations
  • Environmental and sustainable development objectives
  • Managing Environmental Responsibilities
  • Environmental ethics
  • Environmental monitoring
  • Overview of environmental challenges
  • Environmental management assessment, reporting and compliance
  • Pollution (soil, air, water) and environmental degradation
  • Conduct an agreed number of training workshops for the selected YIGs online unless another modality  is agreed with IOM.
  • Prepare and conduct pre- and post-assessments of the training workshops;
  • Facilitate consultations between YIGs and local stakeholders on the subject of environmental protection at the community/district level and brainstorming of ideas for local environmental project, focusing on environment-related activities.
  • Provide follow-up case management support for YIGs to develop efficient environmental community -based social initiatives;
  • Develop a final report on the consultancy assignments and its outcomes upon completion of the indicated activities.
  • Perform such other duties as may be assigned. 

Tangible and measurable outputs of the assignment: 

A. Development of the training content, pre-post-assessments and organization of an agreed number of workshop trainings (70% of overall payment);

B. Facilitation of YIGs and local stakeholders consultations at the community/district level, that will lead to the preparation of a local environmental project (20% of overall payment);

C. Development of a final report on the consultancy assignments and its outcomes upon completion of the indicated activities. (10% of overall payment); 

ENVIRONMENTAL COMMUNICATION 

Tasks to be performed under the assignment:

  • Develop and pre-approve with IOM the training content of one-day training workshops on environmental communication, that should cover but is not limited to:
  • Message framing
  • Narratives - environmental stories
  • Visualizing environmental affairs and sustainability
  • Environmental news
  • Advocacy campaigns
  • Social marketing campaigns
  • Public participation in environmental debates
  • Conduct an agreed number of training workshops for the selected YIGs online unless another modality isa agreed with IOM;
  • Prepare and conduct pre- and post-assessments of the training workshops;
  • Facilitate consultations between YIGs and local stakeholders on the subject of environmental communication at the community/district level on environmental sustainability.
  • Provide follow-up case management support for YIGs to develop efficient environmental information and advocacy campaigns in social media;
  • Develop final report on the consultancy assignments and its outcomes upon completion of the indicated activities.
  • Perform such other duties as may be assigned.

Qualifications and Experience:

Education

  • High school diploma/certificate or equivalent with at least 7 years of relevant work experience

OR

  • Bachelor’s degree with at least 4 years of professional work experience (degree in Environmental Science, Environmental Protection, Public Administration, Social Science, Environmental Communication would be an advantage) 

Experience 

  • Proven experience in conducting training sessions, seminars or webinars on topics related to environmental protection, environmental communication.
  • Experience of facilitation and case management support;
  • Report writing skills;
  • Experience working with IOM, other UN Agencies,  or NGOs is an advantage;
  • Advanced PC knowledge. 

Languages:

Fluency in Ukrainian and /or Russian is required.
