Deloitte is seeking a qualified candidate to serve as a short-term Сonsultant on Hospital District Network Planning (multiple positions are opened) in support of the USAID/ Ukaid Health Reform Support (HRS).

Period of Performance: January 25, 2021 – July 30, 2021

Level of Effort: Full-time equivalent

 

1. Project Background and Summary:

The purpose of USAID Health Reform Support is to support a transparent, accountable, and effective health care system that is capable of meeting the health needs of the Ukrainian people. Advancing health sector reforms, enhancing transparency, and tackling corruption will reduce out-of-pocket payments and improve access and availability of high quality, evidence-based health care services for Ukrainians. Elimination of corruption is a cross-cutting theme across all objectives to be achieved by this activity, which include:

  1. Improve health sector governance.
  2. Support the transformation of the healthcare financing model.
  3. Strengthen the health workforce.
  4. Enhance transparency, accountability and responsiveness of the health care system.
  5. Improve service delivery system at all levels.

 

According to the CMU Resolution “On some questions concerning the development of hospital districts” No. 1074, dated 27th of November, each Hospital District Council has to develop a 3-5-years hospital district development plan. Considering the absence of national guidelines, insufficient capacity of hospital district council members in healthcare strategic planning, it is critical to support Hospital District Councils with methodological guidelines in hospital network planning as a base for the development of hospital district development plans (HDDP). In previous project year, HRS supported Zhytomyr Hospital District Council in the development of methodology for hospital network modelling and drafted the HDDP. This share of experience and technical assistance is in high demand among other regions in the development of their regional plans. The support will include the ongoing guidance in modelling, data analysis and its interpretation, and HDDP development.

 

2. Objective

 

The Consultant will provide technical expertise to the selected regions in Hospital District Network Modelling and lead the developing of the hospital district development plan in accordance with developed and piloted approach by HRS Project in Zhytomyr region.

 

3. Tasks:

  • Lead hospital sector analysis and modelling of the optimal Hospital District Networks for 2023 for the selected regions (4 regions in total)
  • Ensure the continuous collaboration with the local authorities/representatives, their involvement in the process and the provision of sustained inputs to the modeling results in Hospital District Network Planning activity
  • Analyze hospital network functioning based on collected data from each healthcare facility to identify needs for hospital system improvement as well as methods and resources to accomplish
  • Conduct situational (exploring) analysis of the regional hospital network systems and regional context related to hospital network planning (4 regions in total)
    • Conduct the comparative benchmark analysis for the selected regions with the close collaboration with Junior Analyst (4 regions in total)
    • Coordinate the process of Hospital District Network Models verification with HDDP team and local representatives for selected regions
    • Guide the local consultants on developing the Hospital District Development Plan, based on Hospital District Network Models and recommendations
    • Finalize the Hospital District Network Models and prepare sufficient the recommendations
    • Prepare technical guidance notes and briefing papers resuming the results and findings of the Hospital District Network Planning activity
    • Prepare the materials for sharing modelling results with Hospital Councils, incl. booklets on summary results for each region
    • Effectively cooperate with cross-cutting team member (GIS/Data Analyst, Expert on Clinical Service Delivery Models) to deliver the high-quality product on time
    • Organize and participate at working meetings with HDDP team on Hospital District Network Models planning activity
    • Perform other tasks related to the Hospital District Network Modelling and HDDP developing.

4. Qualification requirements:

  • Master’s degree in Public Health, Health Science, Global/International Health, Medicine, Public Policy, Public Administration, Health Care Management or other relevant discipline; Post-graduated degree will be an asset
  • Understanding of the concept of healthcare reform in Ukraine; and specifically, reform of specialized hospital sector would be a plus
    • At least 3 years of proven work experience in the Ukrainian health (or public health) sector or in international technical assistance projects in the healthcare sector 
    • Experience working with regional authorities and regional decision-makers in the health sector
    • Experience in hospital data analysis and forecasting hospital services needs and utilization
    • Experience in hospital sector analysis and/or hospital management is a plus
    • Proficient level of MS Office Excel knowledge allowing use MS Excel as a tool for data analysis, data modelling and results visualization
    • Ability to work remotely with a team and deliver the quality product in time
    • Ability to travel across Ukraine for a business trip if needed
    • Excellent writing and communication skills in Ukrainian; English proficiency will be an asset
    • Ability to be employed as an Individual Entrepreneur (single taxpayer, 3rd category)
