Deloitte is seeking a qualified candidate to serve as a Health Services Costing Specialist (Tuberculosis)under the transformation of the health financing model (costing of TB services) in support of the USAID/ Ukaid Health Reform Support (HRS). The position is full-time and will be based in Kyiv, Ukraine.
Project Background and Summary:
The purpose of the USAID/UKaid Health Reform Support is to support a transparent, accountable, and effective health care system that is capable of meeting the health needs of the Ukrainian people. Advancing health sector reforms, enhancing transparency, and tackling corruption will reduce out-of-pocket payments and improve access and availability of high quality, evidence-based health care services for Ukrainians. Elimination of corruption is a cross-cutting theme across all objectives to be achieved by this activity, which include:
- Improve health sector governance.
- Support the transformation of the healthcare financing model.
- Strengthen the health workforce.
- Enhance transparency, accountability and responsiveness of the health care system.
- Improve service delivery system at all levels.
Background/Objective
The Health Services Costing Specialist (Tuberculosis/TB) will support activities under the transformation of the health financing model (costing of TB services) and will provide technical assistance on behalf of USAID Health Reform Support to the National Health Service of Ukraine and other GoU entitles, as required.
One of the fundamental parts of health financing is the costing of health services. At the same time, TB is a critical issue for many people across Ukraine. For appropriate tariff setting, NHSU needs to have evidence-based costing of health service lots. The Health Services Costing Specialist (Tuberculosis) will be involved in the costing of TB services under PMG packages for primary and secondary care levels - from costing methodology development to report writing.
This position will require close collaboration with the Government of Ukraine, NHSU, MOH, healthcare facilities and health professionals, USAID, subcontractor, civil society organizations, and donor organizations.
Responsibilities
Duties and responsibilities will include, but will not be limited to:
- Provide support in the costing of TB treatment services for PHC and SHC levels
- Provide support in budgeting and modeling for TB treatment services
- Provide recommendations on the development of TB treatment services for PHC and SHC levels
- Support HRS activities related to the implementation of new financing mechanisms
- Develop technical documents (guidelines, analytical notes, training materials, etc.) related to the implementation of new financing mechanisms in health
- Participate in trainings, workshops and other capacity building activities as well as develop training materials for health reform partners
- Provide expertise for MOH, NHS, MOF, and CPH on issues related to health budgeting and development of new health financing models
- Contribute to the development of technical documents related to the implementation of health financing reform
- Provide technical support to the HRS and NHSU on using different payment tools considering health service delivery aspects and behavior of providers
- Contribute to the development of strategic areas of the development of health care for the population under the program of medical guarantees
- Conduct data analysis and develop recommendations on existing tariffs, adjustment factors for health services and medicines, and propose changes to them
- Collaborate with clinical, technical, analytical, and operational experts to implement and document program of medical guarantees
- Provide technical support for the creation of models that capture a wide range of health care operations for increasing quality and reducing costs.

Qualification requirements
- No less than 5 years of practical experience in health system and TB treatment
- Master’s Degree in Health, Health Care, Health Research, Public Health, or a related area
- A degree in epidemiology, economics, health economics, statistics, or related area is an asset
- Additional experience of costing and budgeting of health services is an asset
- Excellent understanding of Ukraine’s health system and reform concepts
- Good knowledge of TB treatment across OECD countries
- Excellent understanding of health care delivery by different providers
- High proficiency of Microsoft Office Suite (Excel, Word, PowerPoint, etc).
- Ability to liaise effectively and reach consensus with key stakeholders, including USAID, national and local officials, public, private, and civil society partners.
- Spoken and written language proficiency in English and Ukrainian is required (writing samples may be requested).
