Background:
People in Need (PIN) has been active in Ukraine since early August 2014 and the humanitarian programs have been rapidly expanding since then. Currently, PIN is one of the major humanitarian actors in Eastern Ukraine while providing neutral and independent humanitarian aid to conflict-affected people.
General information about the role of the person
MEAL Coordinator will contribute to implementation of PIN Ukraine Country Programs MEAL framework, supporting corrective action where needed, and lead in collecting and documenting lessons learnt. S/he will be responsible for implementing the MEAL related activities and preparing high-quality deliverables, including MEAL analytical reports; and will be responsible for the collection and analysis of different data in relation to the project activities. Besides s/he will be responsible in receiving and processing feedbacks and complain from beneficiaries and other target groups. The MEAL Coordinator works in close collaboration with the project team and key stakeholders and will report directly to the Head of MEAL.
Specific duties and responsibilities
- In charge of MEAL related activities in both larger in scope and volume projects implemented in PIN’s Country Programme in Ukraine (at present: ECHO financed project and EU Solidarity Programme for the Eastern Partnership), and more generally projects oriented on both humanitarian and recovery/resilience/development types of assistance.
- Supports MEAL efforts in regards to ACCESS Consortium lead by PIN through overall support needed for the MEAL Consortium related issues, including close cooperation with Head of Consortium and MEAL counterparts of the consortium partners and regular moderation of MEAL TWG;
- In charge of leading, supporting and mainstreaming learning efforts at PIN Country Programme in Ukraine. In coordination with Programme department and Head of Projects, MEAL Coordinator develops approaches in support of internal learning processes (identify key learning areas for ongoing and new projects) and ensures provision of quality learning related deliverables (mainstreaming learning aspects in existing MEAL frameworks and studies, analyses and reporting and learning-related events, including organization of reflection workshops to ensure adaptation and integration of the findings in the current and future projects).
- Ensures preparation of MEAL related reports, including field report, baseline, PIM/PDM, endline, evaluation reports, analyses monitoring information and findings and provide recommendations as required for project planning, performance management, and reporting and ensures that they are shared with relevant HoPs and project’s team; The process includes: design of methodologies and tools, data collection, analyses and preparation of high quality MEAL deliverables, follow-up on the recommendations provided to the project team.
- Performs and organizes (including documents/reports on) field-monitoring visits to assess progress of the project implementation using standard monitoring and evaluation tools and methodologies, including surveys, key informant interviews, focus group discussions, etc.
- Within the framework of relevant project and learning scope of work in challenging situations: closely oversees and supports local teams, in designing and performing MEAL activities to ensure respect of humanitarian and development standards and good practices on MEAL, including support in design of project MEAL frameworks, methodologies, tools and quality analyses.
- Support in the conduction of data quality assessments, including cross-checking of means of verification to ensure evidence-based programming.
- Ensures the integration of Gender Equality and Social Inclusion lens in MEAL tools and activities, including but not limited to the systematic use of Age, Gender and Diversity approach to beneficiary data collection, and share findings and insights to inform project design and implementation with project teams and programme teams in general.
- MEAL Coordinator participates in collecting beneficiary feedback received through the complaints and feedback mechanism, as well as through observation and direct interaction with beneficiaries during site visits. Support in the reception of feedback and respond to complaints and feedback from beneficiary and other stakeholders; supports alignment of basic Community Feedback and Response Mechanism (CFRM) principles and approaches among ACCESS Consortium partners.
- MEAL Coordinator provides support to Head of MEAL in analysing existing tools and procedures and developing new tools for MEAL related activities as requested.
- Provide MEAL related inputs to project proposals.
- Support project staff in needs assessments studies; assist in designing the tools for needs assessment and support in carrying out quantitative data collection exercises.
Required background and competences:
- Higher education qualifications relating to the social sciences, international humanitarian or development studies or related fields.
- Minimum two years of previous work experience in humanitarian and/or development context in a similar position.
- At least two years of M&E experience, including field work, and usage of both quantitative and qualitative data collection techniques.
- Proven experience in developing project MEAL plans and performing MEAL activities over complex projects in the humanitarian sector.
- Substantial knowledge and MEAL practice in at least two sectors of emergency and humanitarian assistance response (WASH, Shelter, MPCA, Protection, Food Security).
- Demonstrated understanding and at least basic MEAL practice in sectors of early recovery, resilience, and development programming.
- Experience in supporting learning processes within the organization, including organization of learning related events.
- Excellent analytical and report writing skills
- Experience in data management (Excel, Kobo); advanced knowledge of Excel
- Excellent English language skills.
- Ability and willingness to work under pressure and handle multiple tasks.
- Strong interpersonal skills and ability to work independently, as well as part of a team.
- Experience of working with consortiums will be an additional advantage.
PIN OFFERS:
- Salary as per PIN salary scale depending on the experience: 1040- 387 USD GROSS (1092-1456 USD GROSS after 4-months’ probation period)
