Tetra Tech International Development Services (http://www.tetratech.com/intdev), headquartered in Arlington, Virginia in the United States is currently accepting expressions of interest from qualified candidates for a potential Director of Administration and Finance position on an anticipated U.S. Agency for International Development (USAID)-funded project in Ukraine. The goal of this project is to continue USG support to the Government of Ukraine in implementing a more decentralized, transparent, and community-focused governance model. This Activity will strengthen and deepen democratic governance reforms and institution-building in Ukraine and ensure that more decisions and policies are being set at the local level, with more resources flowing from the central government down to local communities. 

Position Description: Working under the direction of the Chief of Party (COP), the Director of Administration and Finance will be responsible for the project’s financial management, HR, procurement, and administration while ensuring compliance with USAID, local laws, and Tetra Tech rules and regulations. This is anticipated to be a full-time position based in Kyiv.

Qualifications:

*Bachelor’s degree or higher in business administration, finance, accounting, or another relevant field;

*Minimum of ten (10) years of demonstrated experience in financial management and administration, grants experience preferred;

*Minimum of five (5) years of progressively responsible experience in a supervisory role related to accounting, payroll, procurement, subcontracts, and/or logistical support services;

*Demonstrated experience providing contractual and financial oversight to USAID or other donor-funded projects of similar size and complexity;

*Excellent organizational skills and ability to work effectively in a fast-paced, stressful environment;

*Detail oriented, and ability to prioritize tasks and support program implementation while ensuring adherence to required policies and protocols;

*Accounting/audit certifications highly preferred;

*Advanced Microsoft Excel skills and experience with QuickBooks required;

*Professional proficiency in English, and Ukrainian and/or Russian is required.
