Safeguarding Consultant у НУО «Людина в біді»

PIN Ukraine is now looking for a national consultant to help PIN Ukraine further consolidate and complete the full implementation PIN's Safeguarding Policy, including complementary, standalone policies on Child Protection (CP) and PSEA.

Timelineand duration

The proposed consultancy is planned to cover approximately 20 working days during the period October - November 2020.

Background

People in Need (PINis a Czech NGO operating in 20 countries worldwide and implementing programmes in Ukraine since 2003 with a focus on human rights and civil society development. PIN has been responding to the humanitarian crisis in the Donetsk and Luhansk Oblasts since August 2014, and registered in September 29, 2014. As a cornerstone of its interventions, PIN engages local communities in all stages of programming to ensure local ownership and the development of constructive working relations with all stakeholders. At present PIN Ukraine is implementing 9 projects of humanitarian assistance and civil society engagement, including on COVID-19 response.

Objective and scope of the consultancy

The overall objective of the consultancy is to conduct a review of the realization of PIN’s Safeguarding Policy, to conduct further trainings upon needs and to provide tools and recommendations for further progress on the matter.

Among the actions PIN Ukraine is carrying out to fully realise Safeguarding, the consultancy seeks specifically to achieve the following:

  • To help build the Safeguarding culture within the country team, by increasing awareness and ownership of Safeguarding goals and principles in order to ensure adherence to and application of the Policy;
  • To help mainstream and systematize Safeguarding into programme/project cycle, by contributing to safeguarding analysis under the COVID-19 response project and providing the tools for future projects.

Consultancy tasks

In relation to overall management/Safeguarding culture:

  • To design, conduct and analyse a staff survey and Focus Group Discussions (FGDs) with different staff groups and possibly sample of beneficiaries to identify Safeguarding Policy awareness and ownership levels and gaps;
  • To design and conduct in-depth training for staff allowing self-reflection and helping with ownership and application of the Policy by all), in light of findings of staff survey and FGDs and building upon general induction trainings organized by PIN on safeguarding (but with more advanced content);
  • To recommend further measures to consolidate the safeguarding culture (including for instance for regular staff dialogue, further awareness raising etc

In relation to full integration of safeguarding into programme/project cycle fully integrates Safeguarding:

  • To conduct a review of safeguarding risks and mitigation measures under the COVID-19 response project in close cooperation with the project team and Protection and Community Advisor;
  • To recommend further measures to consolidate safeguarding risk analysis and mitigation across projects and programme (including for instance Safeguarding risk analysis to be integrated into projects’ protection risk analysis and mitigation plans, Safeguarding checklist for needs and partnership assessments etc), in close cooperation with the project team and Protection and Community Advisor.

Expected deliverables

  • Survey and FGDs questionnaires for the analysis to be conducted on Safeguarding Policy awareness and ownership levels and gaps (draft and final version);
  • Brief report on the analysis conducted on Safeguarding Policy awareness and ownership levels and gaps (draft and final version);
  • Training materials (draft and final version);
  • Brief report on training conducted and recommendations for further measures to consolidate the safeguarding culture (draft and final version);
  • Brief report of review of safeguarding risks and mitigation measures in COVID-19 response project, and recommendations for further measures to consolidate safeguarding risk analysis and mitigation across projects and programme (draft and final version).

Ethical and consultancy management

  • Ethical principles: all exchange with staff and possibly beneficiaries on the matter of safeguarding and for the objectives of the consultancy (for instance when conducting FGDs) must be conducted with utmost ethical principles, including informed consent and confidentiality, in line with international principles on the matter - for instance in reference to WHO Ethical and safety recommendations for researching, documenting and monitoring sexual violence in emergencies;
  • Audience and ownership of data and deliverables: Audience of the consultancy remains PIN Ukraine and PIN Headquarters, PIN’s donor of the COVID-19 response project and PIN may decide to share part or whole of the consultancy deliverables with other of its donors and similar stakeholders. Information shared by PIN with the selected consultant and all data collected during the consultancy remains confidential and to be used exclusively for the objectives of the consultancy. PIN retains ownership over deliverables produced as a result of the consultancy.

Logistics

The proposed consultancy will be conducted online and offline at PIN Ukraine’s main operational office in Sloviansk, Donetsk oblast. The offline activities, when planning to have face-to-face meetings, must be organised in line with PIN Ukraine’s Standard Operating Procedure - Operational Guidelines during COVID-19 and receive prior agreement of the commissioning manager.

Qualification requirements

  • Technical specialisation and sound knowledge of the topic(s) being addressed, including knowledge of international and national policy and technical frameworks relevant to the topics of Safeguarding and PSEA
  • Excellent facilitation and interpersonal skills;
  • Excellent command of both Ukrainian/Russian and English languages;
  • Competitive financial offer (with daily fee and possible associated costs), account taken of the timeline and suggested methodology.
