Under the overall responsibility and supervision of the FAO Representative for Ukraine, the direct supervision of the Country Programme Coordinator, under technical guidance of the Lead Technical Officer of the project TCP/UKR/3801 and the Investment Support Officer, and in close collaboration with the other members of the project team, and the relevant staff at the FAO Regional Office for Europe and Central Asia (REU) in Budapest and FAO HQ in Rome, the incumbent will:

Technical Focus

Grant and Credit schemes for agribusiness support in value chain development.

Tasks and responsibilities

Lead and provide technical support to the implementation of the project TCP/UKR/3801 in preparation of the GCP/UKR/xxx/EC project:

  • Identify and map existing development strategies and programmes in the area, notably those that target smallholder farmers and their organisational forms.
  • Identify the financial services that are available for rural finance, and explore the degree of access by smallholder farmers.
  • In close collaboration the Value Chain Specialist, identify and quantify the assets that could be targeted for support under a matching grants scheme.
  • Assess the number of potential beneficiaries, and the amount of financial resources that would be in demand for a matching grants scheme.
  • Carry out a stakeholder analysis and explore options for a tailored approach for an agricultural grant/credit scheme that would be feasible for the area and target beneficiaries.
  • Assess the additionality and sustainability of matching grants on the target beneficiaries.
  • Project the economic impact of matching grants in the target beneficiaries.
  • Make an assessment of the capacity development needs for the successful implementation of a matching grants scheme.

Qualifications

  • Relevant experience in agribusiness finance .
  • At least 5 years of relevant experience, preferably in the Ukraine.
  • Working knowledge of English and limited knowledge of French, Spanish, Arabic, Chinese, or Russian; knowledge of Russian would be an advantage.
  • Advanced university degree in economics, agricultural economics, business administration, rural development studies, or related fields.

Key performance indicators

Expected Outputs:

  • Draft Report: Mapping of programmes, projects, strategies, stakeholders and financial services that are available for smallholder farmers in the target area.
  • Draft Report: Financial and economic analysis of a matching grants scheme of a targeted value chain (investment needs, financial impacts, additionality and sustainability).
  • Final Reports
