Individual consultant to develop EECA regional policy document

The TB Europe Coalition (“TBEC”), non-profit foundation registered in the Netherlands, is pleased to announce a call for expression of interest to develop EECA regional policy document on transition to people-centered models of care with the focus on the role of civil society and affected communities in transition and care-provision processes to bridge the gap between community and health care workers in the framework of the implementation of the current tasks of the Global Fund Multi-Country Program “Advancing People-Centered Quality TB Care – From the New Model of Care Towards Improving DR-TB Early Detection and Treatment Outcomes” (TB-REP 2.0).

Scope of work:

Individual Consultant will be expected to:

  1. Overview of the major WHO, Global Fund (particularly Community, Rights and Gender approaches), Stop TB Partnership etc. policy guidelines and strategies to inform the way of meeting the End TB Targets and Sustainable Development goals and to provide the overview of possible involvement of civil society/communities in policy implementation.
  2. Analysis of the regional context of the transition to people-centered models of TB care on the aspects of active finding of people with TB; outpatient models of TB care; communities, rights and gender approaches in organization of TB care; patients’ access to health care and support services and donor’s transition environment.
  3. Documenting barriers and needs in access to TB care at the individual, system and policy level, based on the results of the National Dialogues conducted in countries under TB-REP2.0 project and respective National roadmaps and recommendations.
  4. Analysis of the outcomes of the National dialogues and coaching visits conducted in the EECA region under the TB-REP 2.0 project, with respective national recommendations/roadmaps, regional situation assessment template, social contracting briefs, standardized package of community-based services etc. (as recommended by TBEC TB-REP2.0 team);
  5. Development of recommendations on the aspects of:
  • Ways of fostering collaboration between the governmental and non-governmental stakeholders, linked to their respective functions;
  • Advocacy and communication recommendations to foster rights-based and gender-sensitive approaches in TB care, active finding of people with TB and ensuring treatment adherence and positive treatment outcomes;
  • Regional policy recommendations and roadmap for decision-makers on the role of civil society and community in people-centered models of care.

Duration of the assignment and remuneration provisions:

  • The work is expected to start after signature of the specific agreement with individual consultant.
  • The duration of agreement is October, 2020 – December 30, 2020.
  • Remuneration will be paid in US Dollars, so Consultant shall have a USD bank account.
  • The Consultant will be responsible for the payment of taxes according to the laws of his(her) country of residence

 

Qualification requirements:

Experience:

  • Demonstrated experience and knowledge of the context of TB care, including donors’ environment in EECA region.
  • Knowledge of the guiding principles and major global and regional policy documents (UN, WHO, Global Fund, Stop TB Partnership, CRG etc.) to meet End TB targets and to guide provision of rights-based people-centered TB care.
  • Demonstrated collaboration with the NTPs, WHO entities, civil society and TB affected communities in the EECA region.
  • Experience in development and conducting a desk review; report writing skills.

Skills:

  • Analytical skills
  • Strong communication and rapport building skills
  • Strong English writing skills
  • Knowledge of Russian and English

Education

  • PhD or Master level degree in Humanities (Public health, Social sciences etc.)
  • Relevant work experience and professional trainings is an asset

Conditions:

  1. Individual consultants are invited to submit expression of interest for the consultancy services mentioned above.
  1. TBEC offers the following type of cooperation:
  • Consultancy Agreement with an Individual Consultant/Expert. The Consultant will be responsible for the payment of taxes according to the laws of his(her) country of residence. Remuneration will be paid in US Dollars, so consultant shall have a USD bank account.
  1. The contract will be awarded on the competitive basis to a Consultant/Expert with the highest qualifications and meeting all requirements described in Terms of References (ToR[1]). Consultant will be evaluated based on the qualifications.
  2. Consultancy fee for a given assignment will be based on the cost of the final product and will be negotiated with a Consultant/Expert with the highest evaluation results.
  1. Your expression of interest should contain the following documents:
  • CV with proven experience and qualifications (in Eng/Rus, not more than 3 pages).
  • Motivation letter (in Eng/Rus, not more than 3 pages), should clearly describe the relevant experience and skills as well as to provide a vision of the final product, outlining ways of meeting the aim and objectives of the EECA regional policy document.

Failure to meet this requirements will lead to automatic disqualification of application;

  2. The deadline for receipt of your expression of interest: September 10, 2020, 6 PM, Kyiv time. Late proposals will be rejected.
  3. Selected candidate will be contacted by September 14, 2020.  

The evaluation and selection will be conducted through procurement procedures set out in the TB-REP2.0 sub-grant agreement between TBEC and PAS Center, as a TB-REP2.0 Principle Recipient of the Global Fund to Fight AIDS, Tuberculosis and Malaria and are aligned to the World Bank Guidelines. [1] All the short-listed Consultants/Experts will be included in the TBEC Consultancy pool for potential future cooperation according to the Consultants’ expertize.
