Program Development Specialist

Project Summary

The Energy Security Project (ESP) is a five-year project funded by the United States Agency for International Development (USAID),[1] implemented by Tetra Tech, a California-based leading provider of services in the areas of water, environment, infrastructure, resource management, energy, and international development.[2]

The ESP mission is to enhance Ukraine’s energy security, to improve the energy legal and regulatory environment in the country, and to increase the resilience of Ukraine’s energy supply. This will help to support country’s economic development and sustain its democracy. ESP is working closely with the Government of Ukraine (GOU) to develop competitive energy markets. By doing so, ESP will facilitate private sector-led energy investments to provide affordable, reliable, resilient, and secure energy for all Ukrainians.

Position Summary

Tetra Tech ES, Inc. is looking to fill in the position of Program Development Specialist (PDS). S/he will be responsible for development of the technical grant proposals focused on the ESP tasks and objectives. This position requires technical background in the energy sector and strong writing skills in English and Ukrainian. This is a full-time position, based in Kyiv, Ukraine. This position will report to the Procurement and Grants Director.

Responsibilities:

  • Conduct initial review of technical proposals based on their relevance to the ESP tasks and objectives;
  • Facilitate development of technical concept papers into full applications, including narrative components, budgets and budget justifications;
  • Draft recommendations and responses for applicants;
  • Assist with evaluation of concept papers and applications, pre-award surveys and applicants’ due diligence;
  • Assist with negotiation of terms for technical grants and analyze budget estimates consistent with USAID grant/program requirements;
  • Draft inputs for Neg Memos, Grant Agreements, reports, other grants documents explaining complex technical ideas in understandable and easy-to-read manner;
  • Maintain close coordination with grantees implementing technical grants during execution of the grants;
  • Review and approve content of technical grantee’s materials, reports, deliverables;
  • Communicate best practices in award compliance to applicants and grantees, ensure that grantees understand and adhere to relevant USAID and the grant policies;
  • Assist with planning and implementation, monitoring and evaluation, reporting, and close-out.
  • Provide inputs for regular reports on grantee performance and signal any significant delays or other issues that impact implementation. Notify the supervisor of any grantee project not able to meet their obligations and work to remedy these situations as they arise;
  • Check with the ESP Technical Leads the ESP needs for calls for proposals, draft terms of reference, selection criteria and other terms of calls for proposals;
  • Perform additional tasks as assigned by the supervisor.

Qualifications:

  • Bachelor’s or master’s degree in Energy, Engineering, or relevant technical major;
  • 3-7 years of relevant experience of working in technical assistance donor-funded projects;
  • Prior experience with USAID-funded projects is strongly preferred;
  • Familiarity with the Ukrainian Energy Sector is strongly preferred;
  • Experience in drafting documents explaining complex technical ideas in understandable easy-to-read way for larger audience;
  • Strong verbal and written communications skills;
  • Ability to organize and complete multiple tasks simultaneously with close attention to details and prioritization to meet deadlines;
  • Ability to get things done;
  • Fluency in English, Ukrainian and Russian required.
