Управління ООН з обслуговування проектів (UNOPS) оголошує конкурс на нову вакансію. Ця позиція консультанта ідеально підійде кандидатам, що зацікавлені в короткостроковій зайнятості, яка передбачає цікаві виклики.

UNOPS, as a central resource for infrastructure projects within the United Nations system, is looking to support the Government of Ukraine in achieving its infrastructure related targets stated in the Government’s Action Plan and ultimately contribute to the achievement of the Sustainable Development Goals (Goal № 9 -Industry and Infrastructure) by the country.

In order to support this corporate goal, UNOPS Ukraine country office is looking for the Partnerships and Infrastructure Consultant to assist in analyzing the infrastructure sector in the country.

Female candidates with vast experience in business analysis in infrastructure are encouraged to apply.

This is a consultancy position that might be a perfect fit for those candidates, who seek a temporary endeavor with challenging and interesting tasks, requiring strong analytical skills and good knowledge of the infrastructure landscape of Ukraine.

 Functional Responsibilities

1.     Infrastructure Sector’s Mapping and Analysis 

2.     Adaptation of the Capacity Assessment Tool for Infrastructure for Ukraine’s context

3.     Support the Country Director and the Business Development Unit in discussions with government officials and international community/potential donors by providing the necessary technical expertise, developing materials, and performing any other tasks as required.

 Infrastructure Sector Analysis

·       Conduct a detailed analysis for the infrastructure sector in Ukraine, including break down by the specific sectors and key national Government, regional and local level infrastructure projects analysis

·       Provide mapping of the infrastructure priorities and resources allocation for the Government at the national, regional and local levels

·       Provide mapping of the donor priorities and funding available for infrastructure improvements

·       Prepare an overview of the integration of the sustainability/resilience principles in the infrastructure planning and implementation in Ukraine so far and Ukraine’s Government’s plans for the next five years in this regard

·       Provide detailed analysis of the public-private partnerships modality scenario for the infrastructure projects in Ukraine under existing national legislation with real life examples. Where relevant, demonstrate an end-to-end process for the infrastructure projects in Ukraine with the descriptions of the roles of all the stakeholders (Government bodies, IFIs, private sector, local communities, etc.), and financing scenarios

Adaptation of the Capacity Assessment Tool for Infrastructure for Ukraine’s context

·       Identify government’s capacity gaps to plan, deliver, and manage infrastructure systems

·       Support the identification of potential solutions to build capacity

·       Create a pipeline of programmes and projects to build capacity

·       Establish potential targets against a measured baseline to understand impact

Monitoring and Progress Control

The incumbent’s performance will be measured against his/her achievement of the deliverables below:

1.     Infrastructure’s assessment structure and methodology proposed by August 10, 2020.

2.     Infrastructure Sector Analysis (analytical report) is prepared and reflects all the elements mentioned in the description of the key results. The report should contain at least 15 pages, in English, and should be submitted by August 31, 2020.

3.     Methodology for Capacity Assessment Tool for Infrastructure (UNOPS internal instrument) is reviewed and adapted for Ukraine’s context by September 15, 2020.

4.     UNOPS Infrastructure Capacity Assessment Tool prepared for Ukraine’s context and shared with UNOPS senior management by September 30, 2020.

5.     Timeliness and quality of the technical advice/material provided to the Country Director and Business Development unit as required for the duration of the contract. 

The achievement of the deliverables listed will be discussed and validated by the hiring manager of the country office. 

 Education

Master’s degree (or equivalent) in Economics, project management, Business administration, international relations, development studies, engineering, environmental studies or related fields is required.

Relevant first university degree (bachelor’s or equivalent) with additional two years of relevant work experience may be accepted in lieu of an advanced university degre
