NRC also runs the Internal Displacement Monitoring Centre in Geneva, a global leader in reporting on and advocating for people displaced within their own country.

NRC is looking for ICLA TO in our office in Kurakhove, Ukraine.

The role of ICLA technical officer is to deliver high quality information, counselling and legal assistance services within delegated thematic and geographical portfolio.

Job description:

  • Ensure compliance with NRC policies, guidelines, standards and donor requirements
  • Ensure compliance with ICLA strategy, tools, handbooks, guidelines and standards
    ICLA specific technical responsibility for the implementation, quality control, monitoring, project documentation and tracking of financial expenditures for technical activities of ICLA projects
  • Provide specific technical support and capacity building towards project staff
  • Provide specific technical analysis and feedback to NRC representatives in coordination forums
  • Assess, promote and document ideas for technical improvement and further program development options
  • Ensure that projects target beneficiaries most in need, and explore and asses new and better ways to assist
  • Contribute to specific protection risks and needs analyses
  • Contribute to designing of protection response to identified risks and needs;
  • Facilitate provision of legal services (information, counselling and legal assistance) to beneficiaries through the Legal Aid Centres, field visits to settlements within Donetsk and Luhansk Oblasts;
  • Perform day-to-day case management and record keeping of legal cases and all-related files in internal database, spreadsheets etc.;
  • Provide inputs to analytical and advocacy documents (briefing notes, case studies, comparative analyses, breakdowns on legislation and draft laws etc.);
  • Prepare and develop reporting documents (weekly, monthly reports, reports and MoMs on internal and public events);
  • Support organizing of public events as meeting, roundtables, technical working groups and participate in such events in behalf of NRC;
  • Cooperate and communicate with local authorities and state agencies in Donetsk and Luhansk Oblast in respect of the NRC’s activities;
  • Provide capacity building training according to the local authorities’ and state agencies’ requests
  • Perform any other tasks as requested by ICLA Coordinator/PM.

Qualifications:

  • Experience from working on the similar positions in a humanitarian/recovery context
  • Previous experience from working in complex and volatile contexts Documented results related to the position’s responsibilities
  • Good knowledge of the context in Ukraine
  • Fluency in the Ukrainian and Russian languages
  • Good knowledge of English is an advantage
  • Higher level legal education
  • Experience of working as a lawyer in civil and administrative law on real estate, construction and land law issues
  • Experience of working in the field with displaced and/or vulnerable groups and communities
  • Knowledge of the software programs (MS Word, Excel, PowerPoint).

We offer:

Contract period: till the end of the year with the possibility of extension

Salary/benefits: According to NRC country policy, medical insurance, training opportunities, 7,5 h. working day

Duty station: Kurakhove, Ukraine
