Background and the purpose of the assignment:

Learning Passport and the COVID-19 Response

The Learning passport, as an extraordinary emergency response offer from UNICEF and Microsoft, will create Country-level sites available on request, to offices that would like to continue access to curriculum for students with connectivity at home.

What will this provide to learners: Continued access to their formal curriculum as well as non-formal education resources, online. In addition, supplementary content can be populated and offered (in particular, informational materials for parents, COVID-19 messaging, financial literacy or digital skills content, and other potential types of content), alongside the curriculum. Learning passport is being considered as a platform for the digitalization of UNICEF flagship innovate UPSHIFT which aims at equipping adolescents and youth with 21 century skills and empowering them as agents of social change in their communities, with a link to a youth participation tool U-Report.

In short, the key focus of this initiative is learning, quality and portability for children whose education has been disrupted by emergencies.

PURPOSE

Under the supervision of Adolescent Development Officer, Ukraine Country Office, and in cooperation with Learning Passport Global Program Manager an individual consultant is required to provide the following services:

  1. Lead UNICEF Ukraine Country Office in the rapid deployment of Learning Passport Platform, providing technical assistance in the localising the technology, curating content, coordinating various actors, and provide regular reports to Country Office and global teams.
  2. Develop an in-depth understanding of the Learning Passport platform and serve as key focal point to management, Government of Ukraine (MoES, MoYS), content creators, other stakeholders in Ukraine, regional and global UNICEF stakeholders;
  3. Provide inputs and support the drafting of reports to internal and external stakeholders and funders of the Learning Passport (grants’ reports, annual results report, needed updates, etc.);
  4. Develop a strategic roadmap for future development of Learning Passport in Ukraine when the COVID-19 pandemic is over;
  5. Serve as lead for local troubleshooting and user support;
  6. Provide on-the-ground support to users (learners, teachers, youth workers) and stakeholders in Ukraine at key moments of engagement. Support may include sourcing and uploading content in collaboration with Education Staff and government agencies, creating categories, courses, and lessons, and providing analytical reports from data aggregated by the platform;
  7. Provide technical support to Country Office in content curation, digitization, localization, and production;
  8. Reach out to the wide scope of partners working with young people in order to promote and suggest the Learning Passport as platform for the delivery of skills-oriented content and scale the platform to the areas where it might be most relevant. Analyze gaps and map potential stakeholders. Create and manage a Learning Passport Platform community among interested partners, ensuring collaboration among members of the community and documenting lessons learned, challenges, and good practices. The partners could include actors in both in formal and non-formal education, with a key focus on youth centers and youth workers, VEI, secondary and where possible high education;
  9. Explore and suggest other complimentary ICT for learning and Edtech tools that could be integrated to support Learning Passport related technology efforts.

Work assignment overview:

1. Lead provision of Learning Passport with local and global content, and provision the local instance.  Oversee the first stage of Learning Passport deployment in Ukraine Country Office, in close collaborations with Country Office and Global Learning Passport Team.

  • The plan of Learning passport deployment
  • Public roll out of Learning passport in coordination with Communication section to provide adequate communication support and visibility, in accordance with Communication plan
  • Inputs and technical expert comments to the reports to internal and external stakeholders, donor reports and donor proposals 
  • Documented review and written feedback to provide quality assurance of digital content services (e.g. curation, digitization, localization, production) from a digital perspective

Deadline: 5 June 2020; (20 working days)

2.  Create and manage a Learning Passport community in Ukraine and serve as focal point for users in Ukraine

  •  Functional and available Learning Passport technical platform, ready for public launch
  •  Guidance for the potential users and stakeholders 
  •  Content of at least 2 courses adapted uploaded
  •  Global content in Learning Passport localized
  •  Content in Country Office digitized and adapted for the platform
  •  Active forum and chatbox in Teams, Collaboration Site, Trello and/or other services 
  •  Creation of FAQs
  •  Overview of challenges, and good practices 
  •  Needs and functionality requirements documents are developed. Information about product roadmap is posted
  •  Inputs and technical expert comments to the reports to internal and external stakeholders; donor reports and donor proposals
  •  Status reports on users’ activity, on-the-ground support to users and troubleshooting 

Deadline: 10 July 2020; (20 working days)

3. Support Ukraine CO in digitalization of UPSHIFT project based on Learning Passport platform 

  • Support the adaptation of UPSHIFT content to the Learning Passport platform in close collaboration with UPSHIFT project team. Inputs and technical expert comments the drafting of reports to internal and external stakeholders; donor reports and donor proposals 
  • Status reports on users’ activity, on-the-ground support to users and troubleshooting 

Deadline: 15 August 2020; (20 working days)

4. Scaling and enhancing the platform in the areas where it might be most relevant

  • Presentation and information materials (one-pager, two-pagers in English and Ukrainian) about the Learning passport are  developed 
  • The information about Learning passport is shared with at stakeholders and potential partners in Ukraine with their feedback
  • Updated content uploaded and adapted based on the users’ feedback
  • The report on challenges and bottlenecks for further platform development in Ukraine 
  • Inputs and technical expert comments to the reports to internal and external stakeholders; donor reports and donor proposals 
  • Status reports on users’ activity, on-the-ground support to users and troubleshooting

Deadline: 20 September 2020; (20 working days)

5. Produce a Sangam Platform Lessons Learned to guide other country offices and enable uptake

  • Strategic roadmap for the platform development in future
  • Mapping of additional ICT for learning and Edtech tools that could be integrated to support education programmes, in general, and Learning Passport related technology efforts, in particular
  • Presentations of the results achieved/lessons learned to management and other UNICEF offices (HQ, regional offices, other country offices) – at least 5 presentations 
  • Inputs and technical expert comments to the reports to internal and external stakeholders; donor reports and donor proposals
  • Status reports on users’ activity, on-the-ground support to users and troubleshooting

Estimated start/end date: 10/05/2020 - 25/10/2020

Total number of working days: 100

Terms of payment: The payment will be made every 30 days upon submitting the report of completed deliverables within that time. The consultant provides invoice and report. The invoice to be paid in UAH according to the UNORE of the month of invoice.

To qualify as an advocate for every child you will have

  • At least 3 years of professional work experience in Technology for Development (T4D) which might include: information system development, innovative programs for youth, adolescent empowerment, including mobile and web-based applications, with manifested capacity to manage programmes involving many stakeholders. Specific experience on UPSHIFT and/or ICT for learning or digital learning is an advantage
  • Experience managing user-driven design processes for UX/UI
  • Experience in digital learning design is an advantage
  • Proven training and capacity building skills for a range of stakeholders 
  • Good technical understanding and familiarity with information management systems
  • Knowledge of at least Teams, SharePoint, GitHub, Trello, Jira, Aha
  • Excellent communication abilities, in both written and oral forms.  Consultant should be at ease in presentations and meetings
  • Demonstrated ability and experience in coordination, and able to work under pressure is required 
  • Fluency in English and Ukrainian
