Mine Action Specialist (Kramatorsk)

UNDP Ukraine invites applications from highly qualified and experienced Ukrainian professionals for the post of the Mine Action Specialist (MAS), to support the activities of the Mine Action Project and Component III “Community Security and Social Cohesion” of the UN RPP.

Mine Action Specialist will be responsible for the following key tasks:

Project Management, Coordination and Monitoring

-       Provide tactical and implementation guidance for the RPP, assuring the successful execution and implementation of the Mine Action project towards achieving the expected outputs as indicated in the Project Document and Annual Work Plans

-       Coordinate operations, resources and administrative support of the project team;

-       Continuously monitor progress against the approved work plan; Identify changes in the external environment and promptly agree necessary solutions/actions (ex. related to the planning and implementation of activities, need for new activities) with UNDP office and Project Board 

-       Plan and arrange, in consultation with UNDP, the procurement of project services in line with agreed procedures;

-       Monitor the achievement of financial targets;

-       Provide continuous feedback to CSSC Specialist on the rate of financial delivery;

-       Advise and propose prompt actions in case of under-delivery;

-       Ensure mainstreaming of gender equality considerations in mine action, promotion of a safe and enabling environment free of any kind of discrimination and abusive behaviour, and gender-responsive communications based on corporate principles

-       Plan and execute field missions and assurance of field activities.

Support to Technical Issues 

-       Consult with the International Mine Action Advisor on technical developments of the projecs ;

-       As part of the UN Sub-cluster for Coordination of Mine Action, facilitate coordination and information management of Mine Action activities in the crisis affected areas, particularly in the Oblasts of Donetsk and Luhansk;

-       Provide technical assistance and Capacity Development support on humanitarian Mine Action to Ministries, MACs and NMAA to improve their capacities to coordinate, manage and integrate mine action into broader recovery, community security and development plans;

-       Provide technical assistance and Capacity Development support on humanitarian Mine Action to the regional authorities and local administrations of Donetsk and Luhansk oblasts to improve their capacities to coordinate, manage and integrate mine action into broader recovery, community security and development plans;

-       Support the State Emergency Services to establish two Regional Centres for Humanitarian Demining (one in Mariupol, Donetsk Oblast, and another in Rubizhne, Luhansk Oblast) to ensure the safety of civilians, their livelihoods, and socio-economic recovery;

-       In coordination with local governments and communities in the conflict-affected areas, provide technical assistance and support for the integration of mine action and risk mitigation measures into community security plans and efforts to improve human security and safety, taking into consideration the various needs of gender and age groups, particularly the most vulnerable groups;

-       In co-ordination with NMAA, MACs and respective Ministry provide technical assistance and advice to enhance the collection of sex and age disaggregated data of landmine and ERW victims, ensure data are recorded in IMSMA database,  conduct a needs assessment of landmine/ERW survivors in conflict-affected areas and improve the capacity of local government services to provide adequate assistance to landmine survivors and persons with disabilities in the conflict affected areas;

-       In coordination with MA Sub-cluster lead the establishment and implementation of common EORE framework, ensure that EORE data are collected and recorded in IMSMA;

-       In coordination with NMAA, MACs and respective Ministry develop technical procedures for clearance, BAC, NTS and Marking.

Reporting

-       Report on all issues related to project management and implementation, to the CSSC Specialist;

-       Prepare technical and other documents as required;

-       Provide monthly/ quarterly/ annual progress reports on project activities, financial reports and final report of expenditure for the project;

-       Provide project briefing papers as requested by Component and Programme management

Partnership Development

-       Support CSSC Specialist in establishing and developing strong partnership with relevant government, non-government and international organizations including UN agencies and projects;

-       Closely work with respective governmental organizations and NGOs ensuring the activities under the Mine Action project are implementing in a timely and efficient manner;

-       Participate in relevant working group meetings and share information with partners and UN agencies;

-       Establish and maintain good working relations with external partners including (i)NGOs/CSOs engaged in similar activities to enhance coordination and partnership amongst stakeholders working in the area;

-       Coordinate and support site visits of representatives of donor’s missions and media relations within the Project as appropriate.

-       Identify and capture lessons learnt and best practices within the project and develop knowledge outputs;

-       Actively promote the knowledge sharing and learning culture between the projects and Country Office.

Recruitment Qualifications

  • Master’s degree (or equivalent) in social policy, public policy, public administration, management, politics, economics, international relations, project management, development studies, law, engineering or a related area.
  • At least 3 years with Master’s degree of relevant experience in the field of humanitarian mine action and/or emergency preparedness and response or other related field ;
  • At least 3 years of experience in coordination and/or project management ;
  • Team leading experience in complex International Humanitarian Mine Action project will be an asset ;
  • Experience in usage of computers and office software packages (Word, Excel etc.). Experience in handling of web-based management systems;
  • Fluent English and Ukrainian is a must. Russian is an advantage.
