Deutsche Gesellschaft fur Internationale Zusammenarbeit (GIZ) in Ukraine is seeking a qualified professional for the project «EU4Skills» to fill the positions of the Technical Advisor for quality management and assurance on VET reform.
Technical Advisor for quality management and assurance on Vocational Education and Training (VET) reform implementation (full time, Kyiv)
The Multi-Donor-Action EU4Skills aims at supporting the Ministry of Education and Science in the reform of the Vocational Education and Training (VET) sector in Ukraine. The reform foresees to operationalize the National Qualification Framework, improve the quality of training and establish an independent assessment and certification system. The objective is to improve the attractiveness and quality of VET and increase the relevance to the labour market. A focus in the reform implementation will be put on selected focus regions across Ukraine, which should be turned into reference models for illustrating the VET reform.
Area of responsibilities
As a Technical Advisor for EU4Skills with focus on quality management and assurance in VET area, you work under the direct supervision of the Head of Unit of the VET Reform Implementation on National Level. You will be responsible for:
- Revision and operationalisation of the National Qualification Framework (NQF) for the VET relevant levels, e.g. level descriptors
- Develop a concept for a simplified procedure for introducing new professional profiles
- Strengthen the capacity of the National Qualification Agency (NQA) and other responsible bodies for the development, implementation and assessment of qualifications in VET
- Development of a concept for Qualification Centres in the VET area in the focus regions as well as monitoring of its implementation
Tasks
Within the area of responsibilities the Technical Advisor will, among other duties, be required to:
- Develop technical concepts for the VET reform implementation in the area of responsibilities
- Steering and coordination of different inputs on VET quality management and assurance provided internally in the framework of the programme, e.g. contributions from Finnish partners
- Coordinate activities of actors involved in NQF revision such as the interagency working group on assessment and revision of NQF
- Prepare and document the meetings of the interagency working group on revision of NQF
- Establish if required further formats and instruments for the revision process of NQF
- Advocate and communicate policy recommendations for the assessment and revision of NQF
- Strengthen the capacity of the National Qualification Agency (NQA) and other bodies responsible for the development, implementation and assessment of qualifications in VET
- Conduct an analysis and revision of existing guidelines for VET standards and curricula development as well as for assessment of learning outcomes
- Development of a simplified procedure for introducing new professional profiles and monitoring of its implementation
- Development of Qualification Centres concept and support of MoES in its implementation
- Gender-mainstreaming in the process of NQF revision, revision of procedure for introducing new professional profiles, revision of guidelines for VET standards and curricula development
- Prepare and moderate thematic workshops for partner ministries, institutions, employers and other relevant stakeholders
- Development of terms of references for international and national experts
- Supervise and coordinate missions of international and national experts
- Development of technical presentations on programme related topics and different programme activities
- Reporting and monitoring of the programme activities
- Contribute to internal and external knowledge management system
Requirements to candidates
- Master’s Degree in Vocational Education and Training or an equivalent qualification, e.g. in economics or social sciences
- At least 5 years of professional experience in the VET sector
- Profound knowledge of the VET system and actors in Ukraine
- Profound knowledge of the Competence-Based Education and Training approach
- Experiences in working with the GIZ or/and other international organisations
- Experience working in advisory projects related to sustainable economic development, employment promotion, Vocational Education and Training
- Excellent analytic skills, high ability of organisation and co-ordination
- Conceptual skills and proficiency in communication
- Excellent facilitation and moderation skills
- Strong reporting and monitoring skills
- English: excellent or very good command written and spoken. Russian and Ukrainian are required
- Knowledge of German would be an advantage
- Very good working knowledge of ITC technologies and computer applications (e.g. MS Office)
- Good self-organisation skills, customer and service-oriented attitude.
- Willingness to upskill as required by the tasks to be performed.
- Ability to work under pressure and to travel to regions
Employment conditions
Full-time position with 40-hours working week until 30th of June 2021. Readiness to travel within the relevant regions is required.
