Community Development Fund Consultant

Chemonics International Inc. is looking for a qualified professional to fill the position Community Development Fund Consultant.

The five-year USAID Democratic Governance East Activity (DG East) aims to strengthen the connection and trust between citizens and their government in eastern Ukraine by promoting an inclusive civic identity, common civic value and a unified Ukraine by addressing the divisive impacts of Russia’s aggression, cases of far-right Ukrainian nationalism, and the consequences of ongoing armed conflict through increased citizen participation, improved service delivery and more responsive governance. DG East’s purpose is to “strengthen the connection and trust between citizens and their government in eastern Ukraine” and methodology is to (1) develop greater acceptance of a shared civic culture based on common values and understandings, and (2) increase participation to improve Ukraine’s governance and reform processes and help to resolve community problems. DG East will provide opportunities for citizens to engage with their government, provide government with resources to support their citizens, and create opportunities for citizens of Ukraine to create hope in their future and positive changes in their daily lives.

Title: Community Development Fund Consultant

Length of Assignment: Short-term

Estimated LOE: 64 LOE (comprising  trips to Donetsk and Lugansk oblasts (1 visit to each target community) and limited remote LOE)

Assignment Location: Mariupol, Donetsk oblast

Dates: o/a May-August 2020 (period may be specified)

Detailed responsibilities: 

Local Community Development Fund Consultant will be engaged and work under the oversight of the Civic Engagement Specialist and relevant AIMs to assess street/neighborhood committees needs Assessment in target communities: Mariupol, Kramatorsk, Druzhkivka, Sloviansk, Kostyantynivka, Bakhmut, Pokrovsk, Toretsk (Donetsk oblast) and Lysychansk, Severodonetsk, Rubizhne, Stanytsa Luhanska, Starobilsk, Popasna, Svatove (Luhansk oblast). The Local Consultant of street/district Committees Needs Assessment will be responsible for performing the following tasks:

1)      Expert analysis of the current activities of street/district Committees in private sector in target communities:

a.       analysis of legislation in order to determine the opportunities for self-organization bodies;

b.      analysis of the ongoing activities of street/district Committees in the private sector in target communities;

c.       identification of the needs of residents of the private residential sector in target communities in solving their problems with the help of street/district committees.

2)      Analysis of local and international (coordination with an international consultant) development experience of CDF (Community Development Foundation) and the possibility of creating such funds in target communities:

a.       analysis and systematization of information on the experience of creating CDFs in the private residential sector;

b.      analysis of the possibility of creating CDFs in the private residential sector of target communities;

c.       organization of 2 study tours in one community of the country where a successful CDF operates.

3)      Selection of a pilot community to implement the experience of creating CDF:

a.       assessment of the potential of street/district committees about setting up CDFs in target                 communities;

b.      based on the assessment of potential, a selection of a pilot community to implement the experience of creating CDF.

Local Community Development Fund Consultant will have to work closely with the international consultant to use the international experience of creation and operation CDF in Eastern Ukraine.

Qualifications and experience:

·         University degree in Business Administration, Public Administration or other relevant fields. Master’s degree is preferable

·         Minimum 3 years of experience working with local authorities on governance issues, including the work of self-organization bodies;

·         Special experience in areas such as analysis and assessment required

·         Extensive experience working with issues such as the creation of Funds to solve the problems of the community will be considered an advantage.
