Operations Manager (Kramatorsk)

USAID Economic Resilience Activity (ERA), implemented by DAI GLOBAL LLC, empowers business and community development in eastern Ukraine. The conflict has left eastern Ukraine’s infrastructure badly in need of repair, investment, and reorientation. ERA will work with regional stakeholders to mobilize the investment needed to address the region’s infrastructure needs.

To strengthen the Operations team in Donetsk and Luhansk region, we are looking for a qualified Operations Manager for Kramatorsk. Operations Manager will play a pivotal role in overseeing adherence to the project’s Field Operations Manual (FOM), USAID regulations, contract requirements and limitations, policies, procedures, controls, and reporting systems.

About the job

The Operations Manager is a key member of the Operations team. He/She will play a pivotal role in overseeing adherence to the project’s Field Operations Manual (FOM), USAID regulations, contract requirements and limitations, DAI policies, procedures, controls, and reporting systems. The Operation Manager ensures the smooth running of operations in the project, determines needs within the project and connect groups to work together to solve problems as they arise. The incumbent will be responsible for all operations including administration, logistics, compliance, property, and actively participate in the procurement, and HR.

Your main duties and responsibilities will be:

  • Supervise the team of Administrative and Logistics Officers; Translator, Office Administrator and other personnel in all ERA offices as assigned;
  • Supervise logistics for business trips, seminars, conferences and meetings, including international travel – both for the project staff and external parties; ensure the security of project staff travel;
  • Ensure petty cash is maintained at an appropriate level for ongoing operational activities by supervising periodic cash counts
  • Maintain communication with DAI’s home office staff on administrative and operational aspects of the project.
  • Oversee and actively participate in the coordination and organization of the project’s major events, conferences, VIP visits, etc.;
  • Work closely with the procurement team in negotiating the best deals with vendors and suppliers.
  • Work with technical teams to ensure that correct procedures are followed in the responding to requests for project support;
  • Work with procurement as well as technical staff to ensure that actions are conducted in a highly efficient manner by promoting proper planning well in advance of upcoming activities;
  • Responsible for gaining a comprehensive knowledge of project’s Field Operations Manual (FOM) and for identifying areas where policies, procedures and/or practices may not be fully aligned with project practice and advising project management with options and recommendations.
  • Oversee Field Operations Manual customization. 
  • Perform regular spot audits of HR, Inventory files to ensure completeness, accuracy, and compliance.
  • Oversee the management of the central and regional office and guesthouse properties, and ensure that all project facilities are powered, cleaned, and functioning properly.
  • Oversee security of the ERA Kramatorsk office.

About you

To be successful in this role we expect you to have proven experience and capability to work on operations and reporting; solid experience in logistics and office administration, project operations at the mid-level of an organization

Moreover, we also expect the following:

Required

  • B.A. Degree in Operations, Business Management or equivalent. Advanced degree MBA, PMP Certification or equivalent preferred.
  • 8+ years of relevant experience and progressive responsibility in project operations at the senior level of an organization
  • Minimum of 2 years’ experience managing USAID funded projects
  • Experience leading and managing the operational aspects of USAID projects, including a demonstrated understanding of applicable finance-related USG contracting regulations
  • Accuracy in working with large amounts of data
  • Experience supervising staff
  • Ability to respond effectively to the most sensitive inquiries or complaints
  • Experience with enterprise accounting software, and Microsoft office suite
  • Demonstrated knowledge of internal controls and processes (e.g. procurement, local subcontract agreements, etc.)
  • An extremely well organized and self-directed individual with sound technical skills, analytical ability, good judgment, and strong operational focus
  • Fluency in English is required

  • Strong analytical skills
  • Experience working in economic development and infrastructure projects

WE OFFER

Contract length: 12-months employment agreement with a possibility of extension until August 2023.

Salary Level: We offer a competitive market-based salary level for candidates with relevant experience.

Duty station: Kramatorsk
