Project Summary: 

The Support to Anti-Corruption Champion Institutions (SACCI) Program in Ukraine is a five-year USAID initiative with the objective to assist Ukraine to reduce corruption and increase the accountability and transparency of governance. The program seeks to empower key government institutions to fight corruption, build public support for and engagement in anticorruption effort, and reduce citizen tolerance to corruption.

Position Summary: 

MSI is seeking a short-term Expert to assist the municipality of Khmelnytskiy, one of the SACCI partners at the regional level, to advise on best approaches of deploying Geographic Information System (GIS) for more transparency and better citizen and SME engagement. The municipality is currently in the process of designing its interventions in 2020 for publicizing more information as linked to the Khmelnytskiy municipality, and deployment of a GIS system is seen as an important step in demonstrating better accountability and transparency.

The assignment is expected to start in late February 2020 and take up to 12 expert days, including at least one business-trip to the region.

Responsibilities:

In consultation with the SACCI team, the Anti-Corruption Analyst will:

  • Review existing experience of Ukrainian municipalities that have recently purchased or configured similar IT systems. Conduct additional interviewing or review of reports;
  • Design a business-trip agenda to Khmelnytskyy to cover the issues that need to be reviewed for production of a comprehensive action memo for SACCI;
  • Conduct on-site meetings in Khmelnytskyy to gather required information and conceptualize the best way forwards for SACCI support to the municipality;
  • Author an action memo for SACCI (up to 5 pages + addenda, if relevant) describing the way forwards and issues that would require attention from SACCI when implementing the recommended course of action (risk matrix).

Qualifications:

  • Master’s degree and/or Specialization in Political Science, Public Policy, Public Administration or other applicable social sciences field;
  • More than three (3) years of experience working in the fields of anti-corruption, transparency, and integrity within the non-government or government sectors;
  • Demonstrated ability to work with social research methods, including work with focus groups, questionnaires, and summarize the findings into reports and analytical papers;
  • Demonstrated ability to moderate events / conduct interviews on sensitive issues;
  • Excellent organizational skills to meet deadlines;
  • Prior experience with USAID-funded projects is preferred;
  • Fluency in Ukrainian and Russian required. English language knowledge is an asset.
