Public Event Facilitator – Civic Engagement Consultant

Chemonics International Inc. is looking for a qualified professional to fill the position Public Event Facilitator – Civic Engagement Consultant.

The five-year USAID Democratic Governance East Activity (DG East) aims to strengthen the connection and trust between citizens and their government in eastern Ukraine by promoting an inclusive civic identity, common civic value and a unified Ukraine by addressing the divisive impacts of Russia’s aggression, cases of far-right Ukrainian nationalism, and the consequences of ongoing armed conflict through increased citizen participation, improved service delivery and more responsive governance. DG East’s purpose is to “strengthen the connection and trust between citizens and their government in eastern Ukraine” and methodology is to (1) develop greater acceptance of a shared civic culture based on common values and understandings, and (2) increase participation to improve Ukraine’s governance and reform processes and help to resolve community problems. DG East will provide opportunities for citizens to engage with their government, provide government with resources to support their citizens, and create opportunities for citizens of Ukraine to create hope in their future and positive changes in their daily lives.

Length of Assignment: Short-term

Estimated LOE: 40 LOE

Assignment Location: Mariupol, Donetsk oblast

Dates: o/a February-March 2020

Principle duties & responsibilities: 

The Local Consultant will work under the oversight of Mariupol AIM and the Civic Engagement Specialist to help facilitate public hearings and citizen prioritization and will help build a practical planning system in Mariupol in the following way: Public hearing - Public decision - City council approval - Public implementation of small-scale projects - Public reporting. 

The Local Consultant will be responsible for performing the following tasks:

·       Support the Mariupol City Council in creating a planning system as follows: public hearings - public decision - approval of the public council - public implementation of small projects - public reporting;

·       Consult and support the Mariupol City Council in developing a tool for prioritizing the proposed initiatives;

·       Develop a mechanism to ensure transparency in the decision-making process;

·       Develop a mechanism for reporting on the public initiatives’ implementation;

·       Support the Mariupol City Council in organizing and holding public hearings on the selection of five priority initiatives;

·       Developing and facilitating overall efforts to involve the biggest number of citizens in the process of discussion the priority of micro-projects, 5 of which will be implemented through a DG East grant to the Mariupol City Council;

·       Ensure that representatives of all civil society groups, including groups for IDPs, women, youth, ethnic minorities, people with disabilities, etc., participate in the public discussions

Qualifications and experience:

·       University degree in Business Administration, Public Administration or other relevant fields. Master’s degree is preferable;

·       Minimum 5 years of experience working with local authorities on governance issues;

·       Strong experience in working with local authorities to ensure genuine citizen participation in initiatives, in decision-making transparency;

·       Special experience in areas such as e-government and smart city technologies, the restoration of public places, etc., will be considered an advantage.
