Medicos del Mundo (MdM) has been operating in Ukraine since August 2015 and is currently implementing an emergency response and recovery program in the Eastern part of Ukraine (Luhansk oblast, government and non-government controlled areas - GCAs and NGCAs). The program is implemented around two main components: direct service provision through 2 multidisciplinary mobile units (including PHCSRHMHPSS and support to GBV survivors); and strengthening of local health system (with a specific focus on PHCSRHMHPSS and GBV) through capacity building of health and non-health staff, awareness raising activities and targeted donations of medical equipment and consumables.

In Ukraine, MdM is part of the following advocacy initiatives:

  • Humanitarian advocacy through the Consortium ACCESS in coordination with other humanitarian INGOs and local organizations, by insisting on the specific health-related needs in areas affected by the conflict. Advocacy efforts will target international, national and regional decision-makers, with tailored messages like: the need for actual implementation of the free-drugs regulations; the need to create better conditions for health staff working in conflict-affected areas to overcome current shortages; the need to strengthen emergency services
  • MdM considers the ongoing Health Reform process as a significant opportunity to encourage essential changes in the health system. In mental health, MdM is already supporting the development of a National Plan, and will keep advocating for integration of MHPSS into PHC, using evidence-based standards and good practices of MdM’s activities (PM+, Mobile Units, etc.). MdM would also intend to develop advocacy messages regarding sexual and reproductive health, specifically on access to family planning
  • MdM is well positioned to inform the health reform process with the specific needs of Luhansk Oblast and conflict-affected population. Key messages should emphasize the absolute need for the MoH central level to engage more with local health authorities to understand their specific concerns in relation to the ongoing conflict
  • MdM will advocate at the regional level through meetings, exchanges and workshops with local authorities. Issues to be highlighted include: the urgent adoption of a plan to address difficulties in the referral system and addressing disruption in local transportation, lack of services in some specific areas, administrative barriers, etc.
  • The development of a national response plan for GBV survivors (with a survivor-centered care approach), including a better information management and data collection system

 

Under the direct supervision of the General Coordinator (GenCo) and a technical guidance of the Advocacy Advisor (based in Spain), the Advocacy Expert will perform the following tasks.

 

Implementation and update of the advocacy strategy and plan

  • Update and consolidate the Advocacy strategy for the mission in coordination with the AdvOff and the Coord team
  • In collaboration with the AdvOff, update and implement advocacy and communication action plans for the mission and for the field bases, including activities such as press releases, contacts with parliamentarians, reports, lobby
  • Integrate MDM field partners in implementation and update of the advocacy strategy on relevant aspects
  • Monitor closely and analyse the political environment, the latest developments in the field and the agenda and statements of the targets, and react to events or adapt the advocacy strategy
  • Support the teams in collecting adequate and reliable information and feedback to be used in advocacy activities
  • Elaborate factsheets, policy briefs and any other advocacy and communication document for the MdM Ukraine mission highlighting advocacy messages from our field data on the different areas of the strategy (print/social media/photos/video)
  • Propose and review relevant investigations/reports
  • Propose and elaborate advocacy material, innovation welcome
  • In coordination with the GenCo, represent MdM during advocacy events
  • Design advocacy activities and plans and draft narratives in proposals and reports

 

Human resources

  • Train and manage an AdvOff

 

Capacity building of MdM Staff in Advocacy

  • Train the field teams to collect testimonies
  • Sensitize the teams about advocacy, its role in MdM’s mission, and the strategy itself when designed
  • Organize or co-organize advocacy trainings for staff
  • Maintain ongoing communication with the team to sensitize them, involve them in the advocacy actions and stay up to date with the development in the field

 

Coordination, networking

  • Develop networking among International, Ukrainian society, such as NGO, Governmental actors, press, university, UN agencies, community, media, etc
  • Represent MdM actively in Coordination groups and relevant advocacy working groups such as the ACCESS Consortium advocacy group, NGO Forum, UN Clusters (especially Health, MH and GBV)
  • Maintain regular communication with political authorities and diplomatic representations
  • Develop exchange practices and methodology in advocacy among relevant stakeholders, including Consortium partners
  • Strengthen current partnerships and support with MDM local partners especially in advocacy
  • In coordination with the GenCo create and maintain contacts with relevant stakeholders in Europe

 

External communication

  • In coordination with the HQ communication department, update the communication strategy accompanying the advocacy actions (media and social media)
  • Propose and contribute to media interventions: press releases, press trips, opinion column, interviews
  • Centralise the communication material

 

Other

  • Be flexible in performing his/her duties to ensure that MdM Ukraine mission’s advocacy and communication messages are developed according to internal quality standards and are efficiently disseminated
  • Perform other additional duties

Profile required:

  • Excellent analytical, writingskills
  • Excellent representation and diplomatic skills/Ability to defend advocacy position in front of external actors
  • Strong organisational skills/Rigor/Ability to classify and to manage priorities
  • Capacity to take initiatives and propose innovative solutions/Adaptability to a possible changing context
  • Knowledge of data analysis and documentation for advocacy purposes
  • Knowledge of how to use policy, research, lobbying, public campaigning, media and digital work to influence a political agenda.
  • Professionalism, ability to develop solid evidence-based arguments and recommendations
  • Knowledge of International Humanitarian Law is an asset
  • Skills in graphic design, video, photo editing, and web development applications
  • Gender sensitive
  • Experience of team management/coaching

  • Team work spirit

 

EXPERIENCE:

  • Experience in a humanitarian organization/humanitarian context
  • Experience in advocacy -advocacy in national health reform processes a very important asset; humanitarian advocacy an asset
  • Experience in health related project - specific focus on MH, SRH and GBV an asset
  • Experience in public speaking and in negotiations and relations with partners and authorities

 

Language and computer skills:

  • English/Russian/Ukrainian (fluent writing and speaking)
  • Excellent knowledge of MS Office
