Background

The Government Liaison Officer works under the overall supervision of Deputy Head of Office and provides support to Front Office. This position serves as an engine for coordination mechanisms between the UN system, members of the NGO community, local and national disaster management authorities in policy, preparedness and coordination of the humanitarian response and bridging the humanitarian and development nexus (HDN); facilitates consolidated planning and appeal process in partnership with the Government; monitors the state and progress of humanitarian response to people in need; promotes and facilitates humanitarian response preparedness efforts, including of the Government; and provides secretariat support to the leadership of the Humanitarian Coordinator and the Humanitarian Country Team (HCT).

Duties and Responsibilities:

Under the direct supervision of the Deputy Head of Office, the incumbent will undertake the following tasks:

 

  • Establish and maintain close contacts with the Government, sub-national authorities, UN agencies, local and international NGOs, humanitarian partners, diplomatic missions, etc
  • Ensure appropriate  mechanisms to facilitate collaboration and exchange of information both in and outside the UN system, and particularly with the line Ministries and key Governmental counterparts and the UNOCHA Office in Ukraine on the humanitarian-related information and extended HCT operations, to support facilitation in coordination of humanitarian assistance by national and international partners;
  • Assist national government counterparts in capacity-building for handling emergency situations;
  • Develop country-specific indicators in collaboration with area experts and ensure the subsequent monitoring of these indicators; recommend action based on the analysis of pertinent information;
  • Ensure monitoring, analysis and reporting on humanitarian developments, disaster relief/management or emergency situations in Ukraine;
  • Ensure the follow-up work with the Government in support of the humanitarian community, including providing secretariat support in meetings and events, that are organized by the Governmental counterparts;
  • Preparation of various written reports, documents and communications, e.g. briefings, presentations, correspondence, talking points, etc. for the meetings with the Government;
  • Participate in work groups, meetings, conferences, consultations with other agencies and partners on humanitarian and emergency relief-related matters as assigned;
  • Compilation, collation, verification and triangulation of data/info for the drafting of OCHA regular information products in English, Ukrainian/Russian in collaboration with Public Information/Reporting Unit;
  • Encourage, mobilize and support co-workers and local communities to play an active part in the development of emergency response tools and strategies;
  • Perform other duties as required.

Impact of Results

The Front Office is fully supported to ensure that it performs its secretariat roles in an accountable manner, including timely production of accurate situational update and monitoring; and timely follow-up of identified priority actions of the HCT, etc.

Required Skills and Experience

 

Education:

  • Master’s degree or equivalent in political or social science, disaster management, international relations, public administration or any related field. Bachelor’s degree with 2 additional years of extensive relevant professional experience in related area may be accepted in lieu of Master’s degree.

Experience:

  • Minimum 2 years of progressively responsible professional experience in humanitarian affairs, emergency preparedness, crisis/emergency relief management, rehabilitation, development, or other related area;
  • Experience working with governmental bodies is required;
  • Humanitarian experience in the field (actual setting where a mission and/or project is being implemented) in emergency situations (complex emergency or natural disaster) is desirable;
  • Proven analytical skills and experience on timely delivery of written reports, prepared in an accurate and concise manner;
  • Experience working with the UN system or an international organization, NGO would be an asset;
  • Computer literacy (Excel, Internet, Word).

Language Requirements:

Fluent written and spoken English, Ukrainian and Russian.
