Проект «Економічна підтримка Східної України» шукає data management specialist/data analyst. Дедлайн - 31 січня 2020 року.

USAID Economic Resilience Activity (ERA), implemented by DAI GLOBAL LLC, empowers business development in eastern Ukraine. The purpose of the ERA is to improve the overall economic resilience of eastern Ukraine in response to Russian aggression, which has disrupted critical market linkages, catalyzed the economic decline of previously dominant industries, and caused massive population disruption. Resilience is “the ability of people, households, communities, countries, and systems to mitigate, adapt to, and recover from shocks and stresses in a manner that reduces chronic vulnerability and facilitates inclusive growth.”

To strengthen our MEL team we are looking for a highly qualified consultant DATA MANAGEMENT SPECIALIST/DATA ANALYST.

 You will support ERA MEL team in regular monitoring and another relevant data analysis and visualization as well as support in maintaining ERA MEL system.   

About the job

The consultant will work directly with the ERA MEAL Director and MEL team to implement, maintain, and iterate the data management architecture for Ukraine ERA. S/he will be responsible for managing database tools and protocols for high-quality and meaningful real-time analysis, visualization, and reporting for ERA’s monitoring and learning. The consultant will also be responsible for maximizing usability of the system through regular consultation and capacity building of the wider ERA team on MEL and data management tools and workflows.

Your main duties and responsibilities will be:

  • Support ERA MEL team to maintain ERA MEL system and database including troubleshooting
  • Develop high-quality data-driven reports, dynamic data visualizations and reports, integrating a range of formats for use in planning and reporting.
  • Address challenges in data and information management that impact quality.
  • Support development and implementation of data collection and data entry tools and database protocols for optimal and iterative analysis to meet monitoring, evaluation, and reporting needs.
  • Support the ERA team in verification and update of data; monitors data accuracy, entry, and cleaning; and maintains accurate and up-to-date metadata.
  • In collaboration with the MEAL Director, responsible for designing and providing regular staff training, technical support, and oversight on data management.
  • Conducts statistical and geospatial analysis if required (optional)

 About you

To be successful in this role we expect you to have Bachelor’s degree, preferably in Computer Science, GIS, Statistics, or related field. Master’s degree preferred.

Moreover, we also expect the following:

 Required

  • At least 3 years of technical professional experience.
  • Competence working with complex relational and spatial databases, as well as data visualization.
  • Strong experience with business intelligence software Microsoft Power BI or Tableau strongly desired.
  • Experience with data analysis using R, Python, SPSS, or Stata or other statistical software (optional).
  • Experience accessing data from web APIs.
  • Previous experience working in the international development or humanitarian sector, preferably in a MEL or research capacity (optional)
  • Experience with digital data collection using Open Data Kit, Fulcrum, iFormBuilder, FormHub or other online or offline digital data collection solutions.
  • English proficiency required.

WE OFFER

Contract length: 12-months independent consultancy agreement. The expected level of efforts up to 7 days a month resulting in up to 84 days a year total.

Salary Level: We offer competitive market-based remuneration level for candidates with relevant experience.

Duty station: remotely, sometimes presence in ERA Kyiv office can be required

Start date: February 20, 2020
