PROJECT SUMMARY

The purpose of the proposed State Owned Enterprises (SOE) Reform Activity is to reform Ukraine’s SOEs. This proposed activity will strengthen SOE business operations and transparency, improve governance and oversight, advance privatization of selected SOEs, and develop a strategic management model for SOEs remaining in state ownership. Smart reform and targeted privatization of Ukraine’s SOEs will reduce opportunities for corruption, increase private sector participation, and stimulate broad-based economic growth.

The project will focus on the following implementation areas: (i) data collection, analysis, and communication; (ii) policy, legal, and regulatory environment reform; (iii) corporate governance, management, and oversight; and (iv) appropriate support for asset divestiture.

AVAILABLE POSITIONS

·        Chief of Party

o    Qualified candidates will possess technical expertise, knowledge of region (Ukraine preferred), and experience managing development programs of similar size and scope.

o    Candidates should possess significant prior technical experience in the privatization, management and/or corporate governance of SOEs in the region.

o    Other desired areas of expertise include: (i) Public-Private Partnerships (PPPs); (ii) corporate governance reform; (iii) legal and regulatory expertise around restructuring, privatization, and insolvency; and (iv) knowledge of management structures that oversee a portfolio of SOEs.

o    Master’s degree or higher required.

·        Corporate Governance and Management Expert

o    Qualified candidates will possess a Bachelor’s degree or higher in a relevant field; and

o    Excellent verbal and written English and Ukrainian proficiency.

·        Regulatory Framework Reform Expert

o    Qualified candidates will possess a Bachelor’s degree or higher in a relevant field; and

o    Excellent verbal and written English and Ukrainian proficiency.

·        Government Transparency Expert

o    Qualified candidates will possess a Bachelor’s degree or higher in a relevant field; and
