Адра Україна шукає WASH Coordinator.

 Due to humanitarian response, ADRA Ukraine is providing humanitarian assistance to internally displaced people in 15 regions of Ukraine. ADRA Ukraine is currently looking for an experienced WASH Coordinator for the Project.

Location: Kramatorsk with possible travels around Ukraine (GCA, NGCA).

Starting date: ASAP

ROLE PURPOSE:

The WASH coordinator is primarily responsible for program planning, implementing, monitoring and evaluating, conducting surveys designs, feasibility studies, site selections and documentation of Water, Sanitation and other Infrastructures of HUB program. The WASH Coordinator is responsible for the high quality program implementation, policy engagement and advocacy outcomes and other program WASH activities. The WASH coordinator is also responsible for contribution of strong Monitoring and Evaluation systems to measure the impact of the program, for providing technical advice and capacity support to staff in the Field/ satellite program office to ensure the WASH work is of high quality and achieves the program objectives, he/she is responsible for ensuring that lessons derived through implementation of projects are well articulated, documented and disseminated both internally and externally; and that engagement with policy makers and key stakeholders achieves advocacy objectives to realize greater change for the most vulnerable people.

SCOPE OF ROLE:

KEY AREAS OF ACCOUNTABILITY:

Programme Support:

  • ▪️ Prepare and oversee district’s project implementation to ensure timely delivery of project activities.
  • ▪️ Lead district WASH Program on planning, need assessment, design of WASH activities (both construction and hygiene promotion) in coordination with partner and relevant other ADRA Ukraine thematic areas.
  • ▪️ Promote community participation in project planning, implementation and operation of the infrastructures constructed.
  • ▪️ Introduce Disaster Risk Reduction (DRR) and Gender and Social Inclusion (GESI) in the project intervention on most innovative manner.
  • ▪️ Extensive field visit to supervise and monitor the activities.
  • ▪️ Work closely with relevant government line agencies on selection of schemes, implementation of project activities to build their ownership on the intervention and sustainability.
  • ▪️ Coordinate with other WASH agencies of the working area/district to avoid duplication and ensure the project activities were well planned and implement in integrated manner.
  • ▪️ Support and guide partner’s project team to prepare work plan, procurement plan, and distribution plan and ensure the plan was followed accordingly.
  • ▪️ Develop and evaluate methodologies for promoting sanitation, such as SLTS (School-led total sanitation), CLTS (community-led total sanitation), or subsidized latrine construction.
  • ▪️ Prepare distribution, implementation plan, raised procurement request at district level and follow up with the logistic team for timely delivery of required materials.
  • ▪️ Regular monitor and update on the budget expenditure, warehouse record and output tracker.
  • ▪️ Develop and maintain the data management systems including the beneficiaries and update regularly.
  • ▪️ To ensure that the minimum standards of humanitarian relief are maintained in accordance with the Sphere Charter and Red Cross Code of Conduct.

Capacity Building:

  • ▪️ Identify learning and training opportunities for partner staff.
  • ▪️ Work as a mentor and on Job trainer for less experienced staff.
  • ▪️ Develop relevant training manuals for staffs (including partners) and for community

Representation & Advocacy & Organisational Learning:

  • ▪️ Coordinate with district and regional government / agencies and relevant actors and maintain working relationship.
  • ▪️ Participate in WASH Coordination committee at district level, share information from ADRA Ukraine WASH programmes.
  • ▪️ Represent ADRA Ukraine as a focal WASH person on the respective field.

General:

  • ▪️ Deliver results in line with the current proposals and ADRA’s strategy – to do this in a way that maintains the reputation of the WASH team and the organization.
  • ▪️ Comply with ADRA Ukraine policies and practice with respect to child protection, code of conduct, health and safety, equal opportunities and other relevant policies and procedures.
  • ▪️ Ensure all the WASH activities implementing at the respective field/district comply ADRA processes and policies and systems.
  • ▪️ To perform such other responsibilities as agreed with your line management.

Required Educational Qualification, Skills and Experience:

  • ▪️ Qualifications
  • ▪️ Master’s degree in Civil/Sanitation/Water Engineering, Public Health, Environment, or other related field(s).

EXPERIENCE AND SKILLS

Essential

  • ▪️ Minimum 3 years of working experience in WASH sector, especially in WASH project management in a development context; humanitarian context will be added value.
  • ▪️ Demonstrated monitoring and evaluation skills.
  • ▪️ Proven capacity to supervise, train and coach staff in WASH technical skills.
  • ▪️ Ability to write clear and well-argued assessment and project reports.
  • ▪️ Able to carry extensive field visit.
  • ▪️ Excellent communication skills.
  • ▪️ Fluent in written and spoken English.
  • ▪️ Experience of working with partners.
  • ▪️ Commitment to the aims and principles of ADRA.
  • ▪️ Excellent Computer skills.
  • ▪️ Experience or knowledge in community participation.
  • ▪️ The capacity and willingness to be extremely flexible and accommodating in difficult and sometimes insecure working circumstances.
