Due to humanitarian response, ADRA Ukraine is providing humanitarian assistance to internally displaced people in 15 regions of Ukraine. ADRA Ukraine is currently looking for an experienced Legal Adviser (2 positions)

Location: Kramatorsk/Kyiv with possible travels around Ukraine (GCA, NGCA).

Starting date: ASAP

ROLE PURPOSE:

Under the supervision of the Area Director in Kramatorsk, the Legal Adviser initiates and formulates strategies to address identified legal issues, in particular related to humanitarian needs

SCOPE OF ROLE:

Reports to: Project Manager.

KEY AREAS OF ACCOUNTABILITY:

• ▪️ Ensure compliance with ADRA policies, guidelines, standards and donor requirements
• ▪️ Ensure compliance with strategy, tools, handbooks, guidelines and standards
• ▪️ Provide specific technical analysis and feedback to ADRA representatives in coordination forums
• ▪️ Assess, promote and document ideas for technical improvement and further program development options
• ▪️ Ensure that projects target beneficiaries most in need, and explore and asses new and better ways to assist
• ▪️ Contribute to specific protection risks and needs analyses
• ▪️ Contribute to designing of protection response to identified risks and needs
• ▪️ Facilitate individual and group legal counselling from the office(s) and during mobiles visits
• ▪️ Support and mobilise beneficiaries for enabling them to address their legal issues independently
• ▪️ Provide follow up and direct legal assistance on the issues which cannot be addressed by beneficiaries independently
• ▪️ Identify, analyse and document violations of the rights, propose and advocate remedies
• ▪️ Contribute to the monitoring and profiling exercises organized and/or participated by ADRA
• ▪️ Cooperate with relevant ADRA core competences and support units to develop integrated response to the beneficiaries’ needs
• ▪️ Compile narrative and statistical reports in the respective formats
• ▪️ Ensure proper filing of documents

The tasks and responsibilities defined above are not exhaustive and can evolve depending on organizational needs.

Required Educational Qualification, Skills and Experience:

• ▪️ University degree in law.
• ▪️ Good knowledge of English, both written and verbal Fluency in the Ukrainian and Russian languages

EXPERIENCE AND SKILLS

• ▪️ Experience from working on the similar positions in a humanitarian/recovery context
• ▪️ Previous experience from working in complex and volatile contexts
• ▪️ Documented results related to the position’s responsibilities
• ▪️ Good knowledge of English, both written and verbal
• ▪️ Fluency in the Ukrainian and Russian languages
• ▪️ Good knowledge of English is an advantage
• ▪️ High education with background in law or similar
• ▪️ Experience of working as a lawyer in civil and administrative law
• ▪️ Experience of working in the field with displaced and/or vulnerable groups and communities
• ▪️ Knowledge of the software programs (MS Word, Excel, PowerPoint)
• ▪️ Good knowledge of the context in Ukraine
