arche noVa - initiative for people in need is a religiously independent non-profit- and non-governmental organization (NGO) from Germany working primarily in the field of humanitarian aid, rehabilitation and development. Our primary focus is Water, Sanitation and Hygiene (WASH). The organization is based in Dresden, Germany, and is a member of Aktion Deutschland Hilft (ADH), the alliance of German aid organizations, and the Paritätschen Wohlfahrtsverband. Since 1996 arche noVa bears the donation seal of the German Central Institute for Social Issues (DZI).

Position: Procurement and Logistics Coordinator (national position)

Location: Sloviansk, Donetsk oblast

Position to be filled: ASAP

Duration: till the end of March 2020

The Procurement and Logistics Coordinator will cover the following:

Procurement:

  • Conduct market survey
  • Process, assist, and manage general procurement needs in accordance with donor guidelines and in accordance with Ukrainian regulations
  • Work closely with Program team to prepare the annual procurement plan
  • Prepare the tender documentation and contracts in English and in Ukrainian/ Russian according to the BoQs delivered by Program team, as per procurement donor’s guidelines and internal regulations
  • Responsible for tender procedure from announcing the call for tenders to contract signing with the selected bidder
  • Ensure all bids are in compliance with relevant laws and regulations
  • Negotiate quality goods and services at the lowest possible cost to the organization via strategic sourcing, quotations and planning
  • Maintain a complete and updated purchasing records/ data and pricing in the system
  • Ensure that accurate procurement documentation is maintained both in hard and soft copies
  • Provide quality and quantity control of the purchased products and services
  • Bears responsibility for the correspondence of purchased items to the specification
  • Interact with contractors and suppliers in the receiving and inspection of goods
  • Follows up on the payment process
  • Ensure effective and efficient relationship with suppliers

Transport: 

  • Ensure safe and efficient transport of staff and materials/goods
  • Manage vehicle rental requests, as per the needs of the different projects Manage daily staff movement
  • Monitor and co-ordinate deliveries of items between suppliers to ensure that all items are delivered to the agreed upon destination
  • Receive the goods as per the description on the purchase order/request.

 Logistics: 

  • Manage the day to day logistics operations
  • Ensure proper record keeping and data base management
  • Prepare statistic data and reports
  • Manage allocation of expenditures and payments planning in cooperation with Admin and Program departments
  • Manage warehouse and deliveries (supervises technical staff), loading works and transportation to the end point
  • Participate in budget planning

 Safety and Security: 

  • Serve as security focal point for the Program team
  • Analyse the security environment and incident reports to track trends

 Required background and competences: 

  • At least Bachelor degree, in Logistic, Economics (finance), Construction/ Engineering, Administration or any relevant field
  • Essential previous working experience of at least four years on similar positions
  • Essential good command of English, Russian and Ukrainian, both written and verbal
  • High-level competency in computer skills (Microsoft Office applications)
  • Familiarity with local regulations/ commercial legislation
  • Good knowledge of the local construction market
  • Working experience in an NGO is an asset
  • Detailed knowledge and understanding of procurement ethics and donor compliance are a must
  • Valid category B driver’s license
  • Strong administrative skills including attention to details
  • Negotiating skills
  • Analytical skills
  • Proven ability to solve problems independently without supervision
  • Ability to cope and work under pressure
