Background

The Government of Ukraine is in urgent need to secure the availability of the State Programme medicines and essential health commodities at affordable prices and in sufficient quantities. Acknowledging the challenges of the State procurement and supply management system, following recently adopted legislation, allowing the selected international organizations to provide procurement support services, as an emergency measure starting from 2015 the Ministry of Health of Ukraine (MOH) has requested the UN to support the procurement and distribution of a number of 2015−2019 State Programme medicines and medical products.

UNDP together with other UN Agencies (UNICEF and WHO) developed a Joint Project aimed at strengthening the national health care procurement system and thereby improving the effectiveness of diagnosis and treatment of the patients of Ukraine. Specifically, in the framework of the project, since 2015 UNDP started to (i) procure medicines and medical products for the National Public Health Programmes, (ii) strengthen the capacity of the Ministry of Health to ensure transparency, accountability and effectiveness of the public procurement of medicines and medical products.

Duties and Responsibilities

Specifically, she/he will perform the following key tasks:

  • Provide the H&T Programme with statistics and information regarding medical procurement, health development and reform to support operational prioritization and planning;
  • Contribute substantively to the development, maintenance and revising of the programme/projects databases and perform quality assurance oversight on the quality of data entered;
  • Contribute to producing programme/projects result reports targeted to both internal and external audience (project, programme and CO reports including ROAR, Atlas, IATI, UNIFO and others);
  • Contribute to development, update, effective and efficient implementation of the projects’ Monitoring and Evaluation plans, Risk Logs, Annual Work Plans (AWP), and Project Implementation Plans (PIP) focusing on project expected outcomes and outputs;
  • Ensure high quality of programme research, analysis, contribute to development of data collection methods and data analysis;
  • Contribute to organizing training for the UNDP Ukraine health portfolio and partners on results-based management techniques and tools, M&E, gender and other horizontal issues;
  • Support the H&T Programme and projects’ staff with planning and implementing research and M&E tools (surveys, assessments, studies, etc.) following the UNDP standards;
  • Provide required M&E support to the H&T Programme and projects with development and research-mobilization work (by contributing to project theory of change, drafting the M&E component of project proposals, results frameworks, M&E Plans, Risks, etc.);
  • Support the H&T Programme/projects on gender mainstreaming activities in all aspects of its work;
  • Identify and formulate lessons learned and document best practices from evaluations and studies to be integrated into programme reports and publications;
  • Contribute to knowledge networks and communities of practice;
  • Perform other responsibilities as deemed necessary by the direct supervisor and the Programme management.

Measurable outputs of the work assigment:

  • Health procurement and Programme statistics is regularly collected and analysed; the project staff maintains the databases according to the best quality standards;
  • Project-related data is captured, documented and reported in a results-based and timely manner including in the web-management systems;
  • Effective mechanisms for monitoring, evaluation, data management and reporting on the Project implementation including development of tools and processes established and enforced in line with UNDP rules and regulations;
  • M&E plans, Risk Logs and other programme documents are developed and implemented;
  • Programme regular reports are prepared and distributed to relevant parties with high quality and in timely manner;
  • Research, monitoring and evaluation exercises are designed and implemented in accordance with established UNDP quality standards; results are disseminated in a timely manner; evaluation recommendations are followed and optimally used.

Required Skills and Experience

Education:

  • Bachelor’s degree in Economic Analysis, Economics, Finance, Public Health, Sociology, Social Sciences or other related field.

Experience:

  • At least 3 years of relevant experience in data management, procurement analytics, research and marketing, economics, finance or related area;
  • Very good knowledge of quantitative data analysis tools, monitoring and evaluation methods is required;
  • Experience in medical procurement analytics is a strong asset;
  • Experience in the usage of computers and office software packages, especially web-based management systems (SmartSheets), Excel, or other related software;
  • Practical experience with statistical applications (Stata, R, SPSS) is highly desirable.

Language Requirements:

  • Fluency in English, Ukrainian and Russian is required.
