Environmental Compliance Consultant for FST Project

DAI GLOBAL, LLC, implementer of USAID-funded Financial Sector Transformation Project (FST)is seeking qualified candidates for the short-term position of the Environmental Compliance Consultant.

The Environmental Compliance Consultant will assist the FST Grants Manager with managing environmental review system for the grant component, ensuring compliance with 22 CFR 216 requirements, the Supplemental Initial Environmental Examination recommendations, and Ukrainian environmental laws and regulations.

 The Environmental Compliance Consultant will screen grants for their potential impact on the environment and human health. The screening will be documented and attached to each grant application. Based on the screening, the Environmental Compliance Consultant will provide his/her conclusion on compliance of the proposed grants with applicable environmental regulations and requirements of USAID’s FST Contract.

 Duties will include:

 Identify the potential for environmental impact of the grants under contract activities, in particular, those associated with human health, safety and waste management;

Prepare site-specific Environmental Review Checklists (ERC) and Environmental Mitigation and Monitoring Plans (EMMP);

Work with the FST technical, grants, subcontracts, and procurement teams to prepare and implement required environmental compliance documentation for each planned and implemented grant activity as necessary;

Ensure that the appropriate environmental compliance language is incorporated into solicitations, awards, budgets and work plans;

Conduct Environmental Due Diligence of potential grantees to define required training and technical assistance;

Ensure timely submission of required environmental documentation related to the project implementation process;

Assist with the technical aspects of the procurement process for goods and services related to environment or procurement of inputs or services that require environmental conditions.

 Qualifications: 

  • Advanced degree in Ecology and Environmental Protection;

  • Minimum 3 years of relevant professional experience, including  USAID funded technical assistance projects;

  • Proven experience producing documentation to comply with USAID and Ukrainian environmental laws and regulations;

  • Demonstrated ability to work and coordinate effectively with a wide variety of stakeholders;

  • Fluent English and Ukrainian required, both oral and written.

 Reporting:

 The Environmental Compliance Consultant will report to the FST Grants Manager.
