VACANCY NOTICE 

OFFICE: NATO Liaison Office (NLO) under the NATO Representation to Ukraine                 

TITLE: Coordination Assistant to the NATO Advisory Team

GRADE: LES 5

WORKING HOURS: Full time

LOCATION: Kyiv, Ukraine

The NATO Liaison Office is part of the NATO Representation to Ukraine, which is a diplomatic mission mandated to promote and facilitate political dialogue and practical cooperation between NATO and Ukraine. In the framework of enhanced NATO-Ukraine cooperation, the NATO Representation has strengthened its Advisory Team.

The Coordination Assistant to the NATO Advisory Team provides the Advisory Team with administrative and organizational support. He/she reports to the Head, NRU/Director, NLO.

1.    QUALIFICATIONS AND EXPERIENCE

ESSENTIAL

The incumbent must:

  • Possess a first level university degree in international relations, law or other relevant field;
  • Have a minimum of five years of work experience in administration;
  • Languages: English, level 6 (Proficient); Ukrainian, Russian, level 6 (Proficient);
  • Have excellent computer skills (office applications);
  • Have no criminal record and pass security clearance.

DESIRABLE

The following would be considered an advantage:

  • Previous work experience in an international organization or embassy;
  • Flexibility to work outside of normal working hours when necessary.

2.    MAIN ACCOUNTABILITIES

  • Maintain/co-ordinate Advisory Team’s calendar of engagements, including facilitating the use of means of transportation for the Advisory Team engagements through close co-ordination with relevant Front Office colleagues; 
  • Help to establish, co-ordinate and maintain the NATO Advisory Team’s relationships and communications with Ukrainian counterparts. Arrange meetings with Ukrainian authorities, Ukrainian and international non-governmental institutions, Allied/Partner Embassies and incoming experts, NATO structures, and other international organizations;
  • Serve as a point of contact for the NATO Advisory Team’s participation in meetings of the Reform Committee of the MoD, including its sub-committees and working groups; liaise closely on Reform Committee-related issues with relevant Front Office colleagues;
  • Contribute to ensuring and improving effective information flow within the NRU and with Allied Advisers; schedule coordination meetings; write meeting reports and readouts;
  • Support the organization of conferences, seminars, workshops and meetings related to the work of the NATO Advisory Team; 
  • Organize duty travel for NATO Advisory Team members, including preparing mission authorization requests and liquidations; 
  • Co-ordinate the organization of expert visits to Ukraine and study visits of Ukrainian officials to other countries; 
  • Put together materials/folders for the NATO Advisory Team’s meetings/missions in co-ordination with other NRU staff; 
  • Maintain/update the NATO Advisory Team’s electronic files/folders; and issue/project files; assist the Administrative and Logistics Manager in maintaining a personnel information database for the NATO Advisory Team;
  • In close co-operation with the NLO Administrative Team, facilitate the administration of VAT reimbursement for the Advisory Team;
  • Liaise with, and assist the NLO Administrative Team to ensure timely processing of procurement actions as well as IT and other maintenance required for the efficient operations of the NATO Advisory Team;
  • Liaise with Ukrainian institutions to ensure proper registration, accreditation, visa obtention and property removal for NATO Advisory Team members and dependents;
  • Mentor and supervise one Administrative Assistant and NLO interns; upon request by Head NRU/Director NLO assist with recruitment processes.
  • Maintain a professional, courteous and responsible client-oriented manner and maintain the absolute confidentiality and security of NATO information;
  • Perform other related duties as required.

Applicants should possess Ukrainian citizenship/valid work permit.

4.    CONTRACT AND REMUNERATION PACKAGE

The successful candidate will be offered an initial locally engaged staff contract that will last till 31 December 2019. The contract is renewable, subject to satisfactory performance.

An attractive package will be offered to the successful candidate, including a.competitive salary, generous medical and accident insurance, and 30 days of paid leave per year in addition to official holidays.

The successful candidate will receive a contract following a background/security check.
