The USAID-funded Financial Sector Transformation Activity in Ukraine (Ukraine FST) is a four-year activity that aims to transform and stabilize Ukraine’s financial sector. In coordination with the Government of Ukraine and the international donor community, the objectives of this activity include increasing public confidence in, understanding of, and use of the banking system; transforming the non-bank financial sector regulatory environment, including the Ukrainian capital markets; increasing access to finance for small businesses and financial inclusion; expanding financial inclusion through enhanced digital finance; and supporting a balanced and sustainable pension system.
The FST is adding a grants component to its activities, designed to encourage primarily civil society involvement in consumer finance.
The Grants Manager will be responsible for managing and administering a sizable and complex array of grants under contract, many with local organizations unaccustomed to the complexities of administering USG funds. He/she will also ensure compliance with approved Grants Manual, referenced USAID regulations and policies, DAI policies and procedures, systems, and internal controls.
Duties will include:
Manage the grants program, as an integral part of the work plan activities to achieve project objectives and results;
Provide procedures and policy training, guidance, and interpretation for program staff as well as grantees, in consultation with the DAI Contracts Manager as appropriate;
Identify and suggest improvements to DAI grants management procedures throughout the project to be more effective and efficient in preventing, detecting, identifying, and correcting noncompliance with applicable rules and regulations
Work with project technical team leads to coordinate the identification, solicitation, and selection process of eligible grantees;
Consult and/or assist the technical teams in preparing a clear and comprehensive grant SOW to eligible grantees;
Analyze and evaluate grant applications and concept papers and serve as the non-voting Chairperson for more grant application selection committees;
Ensure proper negotiation of the terms and conditions for grant agreements, ensure the proper type of grant selected, and review and select the correct standard provisions;
Review and analyze budget estimates for allowability, allocability, reasonableness, and consistency;
Review and assess the capacity of a prospective grantee to manage the type of grant considered, make recommendations to the technical teams on the appropriate grant type and suggest special conditions;
Review all requests for payment or reimbursement for accuracy, compliance, and sufficient detail to ensure compliance with the grant agreement;
Work closely with the FST Finance staff to ensure that accrued grant liabilities are accurately tracked, and progress payments are processed on a timely basis;
Maintain meticulous electronic grant records in the project management system as per checklists and procedures. Maintain a hardcopy backup of any hardcopy grant documents;
Submit progress and status reports as required;
Provide guidance in the implementation of the grants activities, including closure and disposition plans;
Troubleshoot grants management challenges with grantees, technical staff, supervisor, COP/DCOP as requested/ needed.
Qualifications
Minimum of Bachelor’s Degree in economics, law, business or related field preferred;
5 + years’ experience in international business and grants management, with experience in USAID grants management required;
Must be well versed and competent in all aspects of contract and procurement management under USAID regulations and guidelines;
Demonstrated record of achieving results in grants management with international development programs;
An energetic and forward-thinking individual with high ethical standards;
Ability to work independently with minimal supervision and in team;
Strong interpersonal skills and written and oral communication skills;

The Grants Manager will report to the Ukraine FST Director of Finance and Administration.
