DAI, a global development company based in the United States, is seeking a Procurement Officer for its USAID Economic Resilience Activity project. The project hopes to improve the overall economic resilience of eastern Ukraine.

TheProcurement Officer is a key member of the Procurement Team. He/She will play a pivotal role in ensuring integrity, fairness, and openness in procurementprocesses as well as adherence to policies, procedures, and controls. The mainresponsibility for this position is to oversee and conduct procurement of goodsand services. The position requires relevant work experience in the field of procurement and contracting across a variety of industry sectors, contractmanagement, dispute resolution, managing interpersonal relationships andcommunication, and investigating/following up on vendor issues. The positionrequires knowledge of the Federal Acquisition Regulations (FAR). TheProcurement Officer will be responsible for overseeing and ensuring thatcomplete procurement related backup documentation is provided prior to submission to Finance Team. He/She will oversee solicitations and price/cost/reasonabilityanalyses and perform any other related duties as assigned.
Objectives and Duties:
• Monitor and track procurement activities anddelivery status of goods/services
• Ensure complete backup documentation forprocurement purchases is submitted to Procurement Director or Finance Team
• Perform regular spot audits of procurement filesto ensure completeness, accuracy, and compliance
• Assist and collaborate in external or internalaudits as necessary
• Ensure integrity, fairness, accuracy, andopenness in procurement processes
• Ensure DAI/USAID and FAR policies, andprocedures are followed and enforced
• Enforce use of DAI’s operations &procurement system (TAMIS), etc
• Maintainelectronic procurement records & files in various DAI’s system platforms
• Overseesolicitation bids and quotes from vendors in adherence with policies &approved requisitions and quarterly procurement plans
• Monitor, track and expedite all projectprocurement activities and delivery status of goods/services
• Helpnon-procurement staff understand the requirements for submitting accurate andthorough requisitions, cost estimates, statements of work, or to determineother technical specifications
• Determinesource selection methods for complex procurement to ensure compliance
• Assistproject staff in coordinating meetings, facilitating discussions, anddeveloping briefings in support of the source selection process
• Prepare costevaluation data, and source selection documentation
• Throughmarket research efforts, identify and qualify potential suppliers (andproducts/services). Ensure that beneficial, ethical and open supplierrelationships are created and maintained according to procurement policies
• Maintainprocurement file system in DAI’s system
• Helpmaintain an up to date list of providers by obtaining and organizing supportingdocumentation on activities
• Effectivelyserve as a liaison between the program team and the financial team to providethe documentation necessary to issue the payments related to the activities.
