Адвентистське Агентство Допомоги та розвитку в Україні шукає Shelter Officer.

ADRA Ukraine is a subunit of a large worldwide network that presents in 130 countries with the main Office that is situated in Washington D.C. ADRA Ukraine has been operating in Ukraine since 1993.

Due to humanitarian response, ADRA Ukraine is providing humanitarian assistance to internally displaced people in 15 regions of Ukraine. ADRA Ukraine is currently looking for an experienced Shelter Officer for the Project.

Location: Kramatorsk with possible travels around Ukraine (GCANGCA).

Starting date: ASAP

ROLE PURPOSE:

The Shelter Officer will be based in the Area office in Kramatorsk, and will manage the day-to-day implementation of components of ADRA’s Shelter programs in Donbas region.

SCOPE OF ROLE:

Reports to: Shelter Coordinator

Staff reporting to this post: none.

KEY AREAS OF ACCOUNTABILITY:

  • Program management

 

  • Work with Shelter Coordinator to plan and implementation shelter activities in Ukraine, ensuring that quality standards are respected;
  • In coordination with the Shelter Coordinator and MEAL team, ensure appropriate evaluation, implementation and monitoring systems are in place;
  • Conduct regular field visits with staff to monitor the implementation of activities;
  • Lead the negotiation of rental-agreements with landlords;
  • Provide weekly reports to the Shelter Coordinator on the implantation of activities.
  • Partnership management
  • Build and maintain relationships with local municipalities and community leaders;
  • Build and maintain partnership with other NGOs active in the shelter sector;
  • Schedule and organize meetings with implementing partners and contractors to discuss progress and challenges.
  • Human resources and capacity building
  • Identify staff development needs;
  • In collaboration with the Shelter Coordinator support the recruitment of appropriate personnel for the Shelter Team;
  • In collaboration with Shelter Coordinator identify capacity building requirements for the shelter team members. Deliver technical trainings and one-on-one mentoring;
  • Supervise and coach all direct reports;
  • Ensure the shelter team members use weekly work plans and reports.
  • Coordination and advocacy
  • Ensure that program interventions continue to be informed by and integrated with other core sectors of ADRA, such as protection and food security & livelihoods;
  • Ensure activities are developed in partnership with relevant local authorities and other key stakeholders, including local partners (where present) and aim to establish/strengthen processes and mechanisms at local, district, and national levels.
  • Contribute to the development of case studies for the purpose of reporting, advocacy and media efforts.
    • The duties and responsibilities as set out above are not exhaustive and the role holder may be required to carry out additional duties assigned by the Area Director within reasonableness of their level of skills and experience.

Required Educational Qualification, Skills and Experience:

  • Qualifications
  • Minimum Bachelor’s degree in Civil or Structural or Architectural Engineering or related discipline.

EXPERIENCE AND SKILLS

  • Essential
    • Experience in team management;
    • Experience in an international or local NGOs;
    • Experience in working on shelter and construction/rehabilitation projects in emergencies and post emergencies;
    • English (fluent in speaking and writing);
    • Excellent computer knowledge (Microsoft Office);
    • Ability to write weekly and monthly report;
    • Excellent contact and diplomacy to manage relationship in tensed situation;
    • Experience in the social/humanitarian field;
    • Experience in community mobilization and conducting outreach activities;
    • Ability to take initiative where appropriate to deal with difficulties encountered in daily work;
    • Ability to adapt or change priorities according to the changing situation within a mission or the organization itself;
    • Ability to maintain consistent high standards of professional behavior and achievement when working independently and as part of a team.
    • Well organized;
    • Able to manage stress and pressure;
    • Commitment to and understanding of ADRA aims, values and principles;
    • Fluency in both Ukrainian and Russian.
