ADRA Ukraine is currently looking for an experienced Program Officer for the Project.
Location: Kramatorsk with possible travels around Ukraine (GCA, NGCA).
Starting date: ASAP
ROLE PURPOSE:
Under the supervision of the Area Director in Kramatorsk, the Program Officer must be able to complete various tasks in meeting the demands of this position. A main responsibility of a Program Officer is to oversee the development of an organization’s programs. This includes staff development, project management, implementation and daily management of activities.
SCOPE OF ROLE:
KEY AREAS OF ACCOUNTABILITY:
A main responsibility of a Program Officer is to oversee the development of an organization’s programs. This includes staff development, project management, implementation and daily management of activities.
It is up to the Program Officer to create budgets for project costs and program expenditures. They work closely with other managers, vendors and financial supporters in developing, maintaining and ensuring adherence to budgets. This responsibility also includes reviewing grant proposals.
It is the duty of a Program Officer to build and maintain partnerships and relationships with other organizations, such as nonprofits, federal agencies and community organizations, in order to expand resources, raise funding and educate the public about the work of a particular foundation.
The Program Officer keeps a foundation or nonprofit organization informed about program development and ongoing activities by supplying reports. These reports might be generated weekly, monthly or quarterly.
Provide general support and assistance to Area Director.
Draft monthly and interim reports, and contribute to final reports.
Monitor the data collection of the staff, ensuring the accuracy of data.
Accompany donors and ADRA HQ during field missions.
Attend relevant meetings with partners and the donor community to identify gaps and to improve ADRA’s capacity for follow-up response to future needs for humanitarian interventions.
Participate in recruitment of new staff, in drafting TORs, interviews, shortlisting, etc.
Work closely with Field Coordinators, M&E and Logistic teams and all staff.
Contribute to information management and work closely with PR team.
Perform other relevant duties as directed by Area Director.
Providing services on coordination and documentation of the humanitarian project milestones implementation.
Providing translation/interpretation services.
Data management and project documentation maintenance.
Working and collaboration with different stakeholders.
The duties and responsibilities as set out above are not exhaustive and the role holder may be required to carry out additional duties assigned by the Area Director within reasonableness of their level of skills and experience.
Competencies
Required Educational Qualification, Skills and Experience:
Master’s degree in international relations, economics, or another relevant field are required.
EXPERIENCE AND SKILLS
Essential
The position requires a minimum of four years of program or professional experience.
Demonstrable experience in project management with good planning and strategy development skills.
Awareness of the current humanitarian situation and local context in Eastern Ukraine.
Knowledge of and experience in effective financial and budgetary control.
Excellent report writing skills.
Experience in building relationships, fostering interagency coordination and experience of representing an organization to external stakeholders.
Experience in designing and facilitating training and capacity building.
Excellent attention to detail, organizational skills and discretion with confidential information.
Excellent interpersonal skills, managing staff effectively and working in team.
Excellent experience of computerized accounts packages, Excel, PowerPoint and Word.
Ability to work independently and proactively, manage a complex and diverse workload and to work to tight deadlines.
Strong interpersonal and communication skills including influencing, negotiation and coaching.
Some experience of representation and ability to represent ADRA effectively in external forums.
Knowledge of institutional donors and experience of developing proposals.
Politically and culturally sensitive with qualities of patience, tact and diplomacy.
Fluency in both Ukrainian and Russian.
A high level of written and spoken English.
Excellent Computer skills.
Experience or knowledge in community participation.
The capacity and willingness to be extremely flexible and accommodating in difficult and sometimes insecure working circumstances.
