ADRA Ukraine is currently looking for an experienced FSL Coordinator for the Project.

Location: Kramatorsk with possible travels around Ukraine (GCANGCA).

 Starting date: ASAP

 ROLE PURPOSE:

Under the supervision of the Area Director in Kramatorsk, the FSL Coordinator will coordinate the FSL programme in both Donetsk & Luhansk Oblasts. S/he will manage the field level FSL team and will be expected to mentor and build the capacity of ADRA and partner staff involved in FSL programming. The post holder will be expected to lead on sectoral assessment and implementation, project planning and budgeting, coordination with stakeholders, managing partnership agreements and supporting fundraising, recruitment and procurement, at a field level.

 SCOPE OF ROLE:

  • Reports to: Donbas Area Director
  • Staff reporting to this post: 1 FSL Officer, 1 Referral Officer

KEY AREAS OF ACCOUNTABILITY:

  • Program Support
    • Lead field level technical assessments in coordination with the Area Director and other ADRA thematic areas and/or other external sector agencies, ensuring assessment findings are documented and that all assessments include a specific analysis of children’s needs.
    • With support from the Area Director and other senior programme staff, develop project plans and budgets, contributing towards an overall thematic programme plan and master budget.
    • With support from the Area Director and/or other senior programme staff, support fundraising for FSL, including contributing to the development of high quality concept notes and proposals.
    • Prepare and oversee project implementation to ensure timely delivery of project activities (for example, monitoring against log frames, individual performance management work plans).
    • With support from the Area Director and/or other senior programme staff, prepare timely programme and donor reports on project activities in compliance with internal ADRA requirements and any relevant external donor requirements.
    • With support from the Area Director and/or other senior programme staff, with the HR team, identify technical staffing needs for emergency programmes, and support rapid recruitment, induction and training of new staff.
    • With support from the Area Director and/or other senior programme staff, identify programme supplies needs and coordinate with the logistics team to put in place a sensible phased procurement plan.
    • With support from the Monitoring & Evaluation team put in place an M & E plan for your project, ensuring this links to reporting requirements, and capacity build technical field staff in carrying out the work.
    • With support from the Accountability lead put in place accountability activities for your project, ensuring that feedback from children and their families is considered in project design.
    • To ensure that the minimum standards of humanitarian relief are maintained in accordance with the Sphere Charter and Red Cross Code of Conduct.

 

  • Capacity Building:
    • Identify learning and training opportunities for project staff and work as a mentor and role model for less experienced staff. 
    • Through the development and management of partnership agreements, ensure continual capacity building and mentoring processes are in place to support partner staff in gaining key skills and experience required for FSL programming.
    • Representation & Advocacy & Organisational Learning:
      • Ensure that ADRA’s work is coordinated with efforts of other agencies and Government, and support Interagency Coordination forums, advocating for the specific needs of beneficiaries. This may involve supporting coordination working groups.
      • With support from the Area Director and other senior programme staff, assist in advocacy activities that target decision-makers in-country.
      • Contribute to communications and media work as required.
      • General:
        • Deliver high quality results in line with the terms of reference agreed in advance – to do this in a way which maintains the reputation of ADRA.
        • Comply with ADRA policies and practice with respect to child protection, code of conduct, health and safety, equal opportunities and other relevant policies and procedures.
        • Help be responsible for the security of all staff. Ensure that the security, health and wellbeing of staff are ensured and staff management and other processes and policies and systems reflect ADRA ‘s principles of equity and fairness.
        • Additional job responsibilities
          • The duties and responsibilities as set out above are not exhaustive and the role holder may be required to carry out additional duties assigned by the Area Director within reasonableness of their level of skills and experience.

Required Educational Qualification, Skills and Experience:

  • Qualifications
    • Minimum Bachelor’s degree in Nutrition, Economics, or related field.

 

  • EXPERIENCE AND SKILLS


 Essential

  • Minimum 4 years of professional experience.
  • Minimum 2 years of progressive professional experience in FSL programming.
  • experience of working in humanitarian programmes.
  • A year of management experience, leading a team to deliver quality projects and programmes.
  • Experience developing project proposals and logframes.
  • Experience of, and commitment to working through systems of community participation and accountability.
  • Awareness of public health issues in emergency FSL or settlements, with attention to specific needs of women and children.
  • Awareness of transitional FSL and settlements options including technical design, host family support, collective centers and camps.
  • Previous experience in running NFI distribution programmes.
  • Previous experience of project management.
  • Experience of training and capacity building.
  • Proven experience designing and delivering training; strong presentation skills.
  • Strong interpersonal and communication skills including influencing, negotiation and coaching.
  • Strong results orientation, with the ability to challenge existing mind sets.
  • Experience of solving complex issues through analysis, definition of a clear way forward and ensuring buy in.
  • Some experience of representation and ability to represent ADRA effectively in external forums.
  • Knowledge of institutional donors and experience of developing proposals.
  • Ability to write clear and well-argued assessment and project reports.
  • Politically and culturally sensitive with qualities of patience, tact and diplomacy.
  • Fluency in both Ukrainian and Russian.
  • A high level of written and spoken English.
  • Excellent Computer skills.
  • Experience or knowledge in community participation.
  • The capacity and willingness to be extremely flexible and accommodating in difficult and sometimes insecure working circumstances.
  • Commitment to the aims and principles of ADRA.
