 ADRA Ukraine is currently looking for an experienced CP/PSS Coordinator for the Project.

Location: Kramatorsk with possible travels around Ukraine (GCANGCA).

Starting date: ASAP

ROLE PURPOSE:

Under the supervision of the Area Director in Kramatorsk, the CP/PSS Coordinator will oversee implementation and monitoring of programs and further develop ADRA’s Child Protection (CP/PSS) & Psychosocial Support(PSS)/PSS programs in the Donbas region. Provide technical support and management to the CP/PSS projects and overall leadership to CP/PSS Officers and partners.

 SCOPE OF ROLE:

  • Reports to: Donbas Area Director.
  • Staff reporting to this post: 3 CP/PSS/PSS officers.

KEY AREAS OF ACCOUNTABILITY:

  • Program support
    • Develop strategy, scope and range of the CP/PSS program for ADRA in Ukraine including geographical and technical areas of work in consultation with the other active sectors of ADRA.
    • Ensure the continuing development of a relevant and actionable CP/PSS strategy in the country as a whole with special focus in the program intervention areas.
    • Prepare and oversee program implementation to ensure timely delivery of program activities, including monitoring against log frames, individual performance management work plans, identifying program supplies needs and coordinating with the logistics team to put in place a practical phased procurement plan.
    • To participate in implementation monitoring field visits to locations (incl. GCA, NGCA, contact line) as needed.
    • Ensure the participation of children and communities in all stages of the program cycle, as safe and appropriate.
    • Ensure that CP/PSS interventions are informed by and integrated with other core sectors, including and ensuring that issues for CP/PSS are raised and addressed.
    • Ensure ethical sensitivity and principles of Do No Harm are maintained in the implementation of CP/PSS programme(s).
    • Provide technical support for the design and improvement of CP/PSS interventions, including sharing and developing of tools, guidelines and standards as appropriate.
    • Ensure ADRA’s guidelines and international CP/PSS standards are considered and any departures documented.
    • Be a budget holder for the CP/PSS projects, ensures that all projects progress in accordance with funding agreements, are completed on time and within budget.
    • Oversee Partner implementations on a weekly basis, including narrative, financial, interim, final reports. To ensure compliance with implementation plans, ADRA and donor requirements, and local legislation. 
    • Monitoring, Evaluation, Accountability and Learning (MEAL)
      • Review monitoring and evaluation systems for CP/PSS interventions in collaboration with MEAL team.
      • Lead on CP/PSS assessments as required, in coordination with the CP/PSS Cluster and/or other external agencies, ensuring assessment findings are documented and that all assessments include a disaggregated analysis of children’s needs.
      • Put in place accountability activities for CP/PSS, ensuring that feedback from children, communities, and all other relevant stakeholders is considered in programme design.
      • Gather lessons learned for the project and put together case studies to inform future programming and strategic directions.
      • Prepare timely programme and donor reports on CP/PSS project activities.

 

  • Fundraising and Advocacy
    • Working closely with staff from the Programme unit, support fundraising for CP/PSS, incl. development of high quality concept notes and proposals.
    • Ensure that ADRA’s work is coordinated with efforts of other agencies and Government, and take a leadership role within Interagency Coordination forums, ensuring the specific needs of children are being addressed.
    • Capacity Building
      • Manage and lead ADRA Ukraine’s CP/PSS staffs through performance planning and review.
      • Provide on-going coaching, mentorship and other capacity building for ADRA and partner staff.
      • Design and deliver training on technical aspects of program for ADRA and partner CP/PSS staff, partners, local authorities and community members.
      • Coordination
        • Represent ADRA and take a proactive role in the CP/PSS Cluster sub national cluster, maintain relationships with relevant government departments, UN agencies, NGOs and community based organizations.

  • The duties and responsibilities as set out above are not exhaustive and the role holder may be required to carry out additional duties assigned by the Area Director within reasonableness of their level of skills and experience.

Required Educational Qualification, Skills and Experience:

  • Qualifications
    • Bachelor’s degree in social work, psychology, education, or related field.

 

  • EXPERIENCE AND SKILLS


 Essential

  • Min of 5 years’ relevant work experience in CP/PSS programmes or related field.
  • Strong technical understanding of CP/PSS in Emergencies.
  • Demonstrable experience in project management with good planning and strategy development skills.
  • Ability to identify the CP/PSS gaps in the given context to inform a holistic response. Experience of and commitment to working through systems of community participation and accountability.
  • Awareness of the current humanitarian situation and local context in Eastern Ukraine.
  • Knowledge of and experience in effective financial and budgetary control.
  • Excellent report writing skills.
  • Experience in building relationships, fostering interagency coordination and experience of representing an organization to external stakeholders.
  • Experience in designing and facilitating training and capacity building.
  • Excellent attention to detail, organisational skills and discretion with confidential information.
  • Excellent interpersonal skills, managing staff effectively and working in team.
  • Excellent experience of computerized accounts packages, Excel, PowerPoint and Word.
  • Ability to work independently and proactively, manage a complex and diverse workload and to work to tight deadlines.
  • Experience of training and capacity building.
  • Proven experience designing and delivering training; strong presentation skills.
  • Strong interpersonal and communication skills including influencing, negotiation and coaching.

  • Some experience of representation and ability to represent ADRA effectively in external forums.

  • Fluency in both Ukrainian and Russian.
  • A high level of written and spoken English.
  • Excellent Computer skills.

  • Commitment to the aims and principles of ADRA.
