Scope of Work:
Leading the development, implementation and subsequently reviewing MCPA procurement strategies for the whole procurement cycle
Analysis and control of specific procurement categories
Design and management of procurement project plans, coordination of tender documentation creation
Evaluation for procurement processes, identifying and mitigating risks
Daily coordination of category and contracting managers effective work
Deep analysis of procurement levels and mechanisms applicable for medicines and medical devices
Expert and analytical work on procurement processes and how e-procurement tools can be deployed to reduce process costs
Constructive negotiation with different stakeholders on eCatalogue implementation (MOH, KSE, MEDT and others)
Coordination of framework agreements implementation (with MOH, KSE, MEDT, ProZorro)
Work on MCPA pilot contracts introduction
Coordination and participation in establishing relations with market/suppliers representatives.
Deliverables:
MCPA procurement strategy for the whole procurement cycle is developed in cooperation with KSE and is in the process of implementation
MCPA pilot procurement plans are developed, tender documentation is created for each procurement procedure
Pilot procurement risks are identified and mitigated
Conclusion on procurement levels and mechanisms applicable for medicines and medical devices is presented to the project team
Work on framework agreements implementation is performed taking into account positions of all stakeholders (pilot in 2019)
eCatalogue development plan is designed and communicated to MOH
MCPA pilot contracts are introduced.
Qualification requirements
Higher degree in Finance, Economics, Management or any other relevant science
Additional education in Public Procurement - highly desirable
Proven experience as a Procurement officer or relevant position for at least 3 years
Knowledge, understanding and successful experience of leading the procurement approach and holding public procurement procedures for a variety of category areas
Knowledge in procurement centralization processes, budgeting and planning - highly desirable
Extensive knowledge and understanding of the national public procurement regulations
Deep understanding of public procurement reform and proven experience in this field
Extensive understanding of procurement processes and how e-procurement tools can be deployed to reduce administrative costs
Ukrainian and English fluent
High level of motivation and pro-active civil position
Excellent analytical skills
Ability to influence multi-functional teams in developing and delivering the most appropriate procurement strategies and solutions
Ability to identify opportunities, identify and balance risks and benefits and take appropriate actions to deliver the most beneficial outcomes within procurement project
Negotiation skills or with the ability to achieve the optimal commercial solutions whilst maintaining credibility and a long-term supplier relationship.
