Information Management Associate – Web/Database

Background

 

UNOCHA is the part of the United Nations Secretariat responsible for bringing together humanitarian actors to ensure a coherent response to emergencies. UNOCHA also ensures there is a framework within which each actor can contribute to the overall response effort.

Under the direct supervision of the International Information Management Officer, Information Management Associate – Web/Database (IMA) will be working as part of the Information Management Unit and closely collaborating with the colleagues from Coordination Support and Public Information/Reporting unit as well as with respective field offices. The IMA will be an integral part a team of the Information Management Officers, Geographic Information System (GIS) associates and ICT specialists. 

The IMA will contribute to data harmonization and comparability, data analysis, processing and visualization, database/web design, development and maintenance and improvement of reporting outputs. IMA will ensure that the quality of data produced by the Information Management Unit corresponds to the highest standards and that any data gaps are eliminated. 

In addition, IMA will provide information management support to UNOCHA clusters/sectors mainly through the maintenance of the Who does What Where (3W).

 

 

Duties and Responsibilities

 

Summary of key functions:

  • Provision of technical support in developing and maintaining efficient and accurate information management systems;
  • Provision of support in communication and information exchange with relevant stakeholders (UN Agencies, Fund, Programmes, partners etc.) to strengthen data flow and the quality of received data.

Provision of technical support in developing and maintaining efficient and accurate information management systems through: 

  • Maintaining existing information management databases and systems with the collected data enabling the production of respective reports and information products;
  • Working closely with staff from partner organizations to prioritize business and information needs for the purpose of conducting analysis; 
  • Maintain proper workflows for the data collection, analysis, dissemination to relevant stakeholders for action; 
  • Organize and maintain Ukraine section of the Humanitarian Response web platform in close collaboration with UNOCHA field office staff;
  • Organize, design and carry out the evaluation and analysis of Ukraine datasets through meaningful statistical techniques;
  • In close collaboration with GIS and ICT Associates and under the guidance of the supervisor, providing assistance in developing adequate databases while identifying needed equipment (software and hardware) facilitating GIS work;
  • Monitoring and identifying new and emerging tools, technologies, platforms and systems, including GIS, management information systems (MIS), and database engines, to support efficient function of UNOCHA information management systems;
  • Develop ad hoc analysis on demand for partner organizations.

Provision of support in communication and information exchange with relevant stakeholders (UN Agencies, Fund, Programmes, partners etc) to strengthen data flow and the quality of received data through: 

  • Assistance in creating a network of professional information management specialists from all partner bodies/agencies establishing a forum/platform for data sharing, exchanging, standardization, processing and analysis;
  • Actively networking with relevant stakeholders and establishing contacts with new arriving IM staff in other Agencies for keeping up-to-date contact lists and facilitate working process;
  • Simplify communication and collaboration processes by using new emerging tools to convey messages/data that are easy to understand by different audiences.

Perform other duties as required by the Unit

Impact of Results 

The key results have an impact on the efficiency of Information Management Unit and UNOCHA office in Ukraine. Effective data management together with accurate analysis, visualization and presentation of information strengthens the capacity of UNOCHA Information Management products (including but not limited to maps and infographics), promote unified and high-level data standards among UN agencies, contribute in improving office day-to-day information flow.

Required Skills and Experience

 

Education:

  • Secondary Education is required. 
  • University degree in Information Management/information systems, Computer Science or any other related to the post description field is desired, but not a requirement.

Experience:

  • 6 years or 3 years (with Bachelor degree) of progressively responsible experience in information management (Database development, web designing, information systems, web management, database management) or relevant field are required;
  • Advanced technical skills in Excel, Adobe InDesign, Adobe Illustrator, MS Access and similar programs are highly desired;
  • Familiarity with the UN system (especially Information Management area) and previous experience with a multilateral or international organization will be an asset. 

Language Requirements:

  • Fluency in English, Ukrainian and Russian is required.
